There is good and bad to any change but this is how i see it. Perk cards costing less perk points means more perk cards per build. BUT since now they scale all the way up to 100 points there are a few problems with this, unless you are wearing a full suit of unyelding armor and want to be a low HP build AND you take/keep a ton of buffs going, AND have all/most of the mutations with perks to reduce mutation negatives, unless you do all of that to your build most people stay around 20 perk points in most SPECIAL stats so 20 out of 100 is nothing for a build in most cases. The problem with Bloodied/Unyelding builds is that with a TON of buffs and all mutations with reduced negative effects is what you NEED to get even half of these new 1-100 scaling effects. Not everyone wants to be a low health build I know I want to be full health and I didn't want to mutate but I had very little choice so I'm herd mentality and Marsupial for the team 3 special buff and extra jumps but i refuse to be a low hp build because everyone is and I actually like having full HP
having effects on a 100 point scale wouldn't be bad if they would give you a perk point with every level up you get so I could put 58 points into Luck If I had enough levels instead of how it is now that they stop giving me points after a low level. You know like how it was in ALL Fallout games where when you got a level you got a perk point to put into a SPECIAL stat. That would mean you would have to be level 700 to max out all 7 SPECIAL stats to 100 and then you also have Legendary Perk Cards to level also.

Kinda sad with Natural Resistance being a basic energy res, I liked getting fire, cryo, and poison res, since those were extremely hard to find most of the time.
These changes will drive a wrecking ball through my build. I will have to start again and create a new build. With more than 1 point in endurance. Thank you for this video.
I actually don't mind these changes. A lot of these perks took up an annoyingly large amount of points to equip, and itll make the early/mid endgame grind a lot more generous towards those players
I've already tested this, and I think _all_ my loadouts have to be changed. All this and I _still_ don't know what armor set I'll need for a ghoul build.
Luck was always maxed on most of my character builds and sometimes I wish I had 20 perk slots for that SPECIAL. Now with starched genes, serendipidy, richochet having a lower cost its going to free up alot of points to add some fun perks.
At first I was a little wary of all these perks moving into Endurance. But seeing that many of them are now 1 or 2 star perks. Certainly makes my first impression a lot less worrisome. Some comments I have seen and I hope Bethesda has as well, I hope this is paving the way for Pistol builds to become more viable. Or at the very least, more build experimentation! I don't think I'll use cap collector, but I definitely think it's a good change. Cap stashes weren't something a regular player would stumble across regularly, but every player does looting.
I really like them dabbling in keywords, a thing games like Destiny has been doing for a while. I hope they make cool synergies with them and make more interesting ones. I also LOVE to see a lot of perk cards drop in cost. I'm hoping those somewhat required damage card get reworked because flat damage bonuses is kinda boring but needed.
I like that they are making it more reliant on your stats in most cases. It makes how you build your character stats more meaningful than just how many cards you can slot.
what constitutes a miss? I'm not sure I'm "missing" on a 95% chance headshot 4 times in a row. I think that's the server not registering the shot or the hit. If that shot doesn't register, then i bet it also doesn't "miss." Not a good trade for removing one of the few effects that was keeping shotgun builds viable.
Have they said we ll get compensated for perk rank reduction like I have a fully maxed lone wonder that’s three ranks it’s going to a one rank card what happens to my extra points the same for first aid hard bargain and life giver etc and also as nerd and collector will the animated versions stay animated
Nothing has been stated as far as I know. What I saw with Life Giver was a rank 3 card turned into 3 rank 1 cards. Ricochet was the same. You can scrap the extra cards for perk coins.
Thru Hiker is the card that doesnt make sense to me to be in endurance. I did see someone say Bethesda is quietly telling us to boost our HP since the new content is going to be challenging. However i should still have the freedom to Roleplay as a build with low endurance and a heavy focus on ranged attacks versus up close. I would prefer thru hiker go to 1 perk point and stay in agility amd possibly rework pistol builds instead
Legendary S.P.E.C.I.A.L cards that let you ‘min-max’ these scaling effects are potentially just BIS now. Base S.P.E.C.I.A.L of 7 + 49 from 1-50 = 56 6 Legenday Perk Cards giving 5 S.P.E.C.I.A.L each = 30 Unyielding for +18 per piece x 5 pieces = 90 +2 per 2nd ⭐️ Legendary Effect x 5 = 10 A Vault Dweller with 186 S.P.E.C.I.A.L is likely enough to approach the buff cap for multiple of these scaling perks on a single build. Wild AF! Edit: forgot to mention Food, Drug & Alcahol buffs that give +8 for food, +3-5 for Drugs, & Alcohol buffs that can be tripled with ‘Party Boy/Girl’ & give +3 Luck with ‘Happy Go Lucky’. Some stat dense Unyielding builds en route. 😮
I love a good visual representation. now I know I should level up my character and get some of these perk cards again so I can have one of each of them and just deconstruct the ranked three of these I have so I keep the legendary points so it’s not wasted when they change those cards from rank three to rank one.
I can see a ton of potential with these changes in build diversity. When this goes live, I'll be seeing how viable a maxed out endurance character is with unyielding armor, lifegiver, serendipity, and evasive to see how "healthy" you can get while bloodied.
Interesting changes, and I'll figure out my builds later, but right now I just wonder if I'll keep my animated cards which have been ranked up. Sometimes it's the little things...
I was optimistic about this until you mentioned the Serendipity and Evasive perks which are essential to Endgame Bloodied builds for Defense! If my health goes up a single HP higher than my trigger point everything falls apart Unyielding armor changes from 3+ to 2+ if you don't meet the threshold! This is TERRIBLE balancing they downgraded us from the current 2-3 stars which are peak efficiency and optimal and opped this stat scaling bullshit on a capped 2 star that's HALF % of triggering. Are you serious, 45% down to 26% for Serendipity!? They took Evasive from 45% to 8%. No. No. No. NO!
Four Leaf Clover is the rework needed to make Pistols viable choices. Now those misses will constantly feed, making pistols punch harder and more accurate. Win/win
also good for railway against large amount of low hp enemies, since the first shot accuracy is kinda low, but a follow up shot with crit will one shot kill the target.
Imo Adamentium skeleton got nerfed a little too hard. Yeah, its a 3 point card, but in exchange, your limbs are basically made of titanium and can never break. Me personally, without it can become a major inconvenience when things matter the most.
there's fs a reason they're doing this. they want to buff HP around the board bc I believe content is about to get a lot more difficult, and more hp or resistance will be required to do said content (ie raids)
I think they are great changes hope to see even more cards reworked. Hard bargain rank 3 effectively gave you 9 charisma when bartering. However charisma now goes to 100 when bartering. Previously it was 25
Especially weapon class damage ones need to go down, we need a way to spec in multiple weapon classes without sacrificing that much of other perk points
@@VORASTRA on live my main is specced into shotgun, bows, commando, melee and unarmed and explosive weapons. Mines nades launchers. Rank 1 cards is enough to be strong i would like to see pistol cards moved to charisma or perception. Or adrenaline reworked to scale of agility and be a rank 1 card.

I wish they just changed it to the way F3 & FNV had it where it was Small Arms, Big Guns, Energy Guns, etc. It is why i mainly run with heavy weapons because it has a lot of variety of weapons imo. Need to try out a build with rank one damage cards. Been wanting a build that lets me use different weapon types without feeling weak and not having to resort to a Bloodied build.
Still waiting for pistol cards to be moved in perception,or even merged with rifles cards so you can switch between your rifle and side arm in a fight and still maintain damage
Not gonna lie, I kinda like these changes as IMO feel a bit more in line with an RPG and make stats count. I do hope we're going to see the new team reworking power armour mods (arms mod in particular) since, right now, some mods are basically a no brainer. Yes, it's gonna piss people off - as a DM I expect no less. All that had to be like that like, from the beginning ^^
Deflect should be added to power armor naturally. To start with it would help encourage high health builds to be more usable and secondly it would make the armor feel more like classic Fallout 1 and 2 power armor.
You guys don’t understand diminishing returns. Low HP builds won’t be benefiting as much as you’re all claiming they will be. And I highly suspect bloodied builds are in for a rude awakening come December due to the enemy damage scaling changes that’re coming. And with Raids, I suspect they’ll be throwing everything and the kitchen sink at you. Bloodied builds will likely suffer in that environment or at least need some tanks to cover them.
See, this Vaultie get's it! I'm hoping the raids will curb stomp bloody builds, forcing players to build actual raid builds. Because it's not fun running around rezzing all the glass cannons every single fight. There is a reason why End is getting reworked to be a main stat while cards are getting reworked to free up capital. But sadly, folks only want to dump them in dps.
Only if you're a traditional bloodied build. I'm low hp, to take advantage of Adrenal Reaction, and use a Bloodied weapon, because obviously lol, but rather than putting all my points into Luck, they're all in Endurance and rather than using UNY, I used Overeater's. I'm super tanky while still putting out triple the dmg full hp players do.
I'm only really upset at the lone wanderer change, charisma is a dump stat and one of the few good charisma perks should not work by completely scaling of it

Starched genes worries me. I had no idea. I had it on, if it isn't in my Loadout and I haven't noticed... I probably got rid of most of my mutations in the first 20mins of combat.
So many extra perk coins inbound. I have like almost all the cards from rank 1 to 5 for mix matching builds. They better not mess with my animated cards.
Do we know if Bullet Shield procs from a Minigun Shredder? Stabalized does, but I don't know about Bullet Shield or One Gun Army. Could be really good.
For everyone complaining about full health builds being screwed over, we don't yet know what the ghoul specific perk cards will be and how these changes might be in preparation for them.

It's also not as if ghouls haven't been in Fallout since its inception, and people haven't wanted them to be an option in nearly every game long before a TV show came out. I also don't see how any of these changes further benefit bloodied builds and nerf full health. Serendipity actually looks like a straight up nerf to bloodied builds for example.
@@brohanfromrohan5771 As a full health build, I can have 3 points in LUCK and get the full effect of Cap Collector, the same applies to First Aid, Junk Shield and Lone Wanderer, with their respective stat, all of which will become unviable if I don't break the stat ceiling after this change. With consideration to stat point dispersal in regard to build, maxing the usefulness of the mentioned cards is not possible unless I run Bloodied. As for Ghoul class being a gimmick, it clearly is, regardless of past requests. Fallout TV show launched April '24, player peak on Steam jumped from 12k to 72k during that month, current player peak is 15k, many players left because they couldn't play as a ghoul, like the titular Cooper Howard. The Ghoul class announcement was made at Tokyo XBox showcase in June '24, after Bethesda has remained tight lipped on the matter since the game launched in Nov '18. Its a gimmick for the TV tourists.
If any builds are getting screwed over it’s non-pa bloodied as evade (serendipity and evasive) will have 2 sec cooldown and deflect (ricochet) will now make you take half damage when activated and since non-pa won’t even receive the extra damage bonus of deflect
One thing no one is talking about is the hard bargain nerf. In the general section they mention buy and sell prices are no longer being capped at 25 and will be increased to 100. I am suspicious that this will make all vendor plans more expensive so I am buying up all those power armor plans while I can now.
The one thing Bethesda hasn't said is will they reimburse us for the point changes in the cards. I mean if we have cards to three and they change it too one we would lose 2 that could have been deleted and the points used toward a legend.
Your definitely not getting refunded lol if you know this is coming (which you do) you should scrap the card and get your coins BEFORE the update then when it drops buy the 1 star effect, pretty simple actually
I'm thinking these little 5 percent and 8%, whatever minor variances in perk values, do not even reflect in the actual ini. files of the game. Such minor changes could only be a psychological change and not an actual value change withing the game coding.
ah god damn, i was excited about Serendipity going from a 3 point to 1 point, then you showed the really underwhelming chance to avoid damage and now I'm kinda upset. At least I can get Class Freak to level 3 now since Serendipity was taking up 3 points... Also now I have to move a point off of luck for Starched Genes, pretty interesting changes...
Idk how to feel about these ive heen trying for so long to make a tank build but i cant seem to get it right, now idk about these perk reworks, i recently finished my buuld and im quite happy with it, but now i feel like the rework kind of messed it up which sucks
These are great changes! Finally some build shake ups. I know some of the weaker weapons are getting buffed as well. This update will be huge. Hopefully they advertise some of the balance changes well to bring back players that got bored with the game.
The only issues is that servers dosnt seem to handle thise new perk cards well, bugged more times than working, even the 4 new we got in the live servers are terrible and not working 99,9% of the time and also makes born survivor bugg out if you use 3 or more of the new" well changed perk cards. If this perk cards will start working like a charme then we will be able to make the most OP builds ever with thise new/changed perk cards i can tell you that a bloodied build will be able to run with over 100 health at 20% health just from perk cards alone easy, not being able to take a single damage on top of that ever, if thise cards will work and if born survivor will not bug out you will be able to make a broken bloodied over the top of the maintain unkillable tank that 1 tap everything but bosses.
Is this going to be like Magic the Gathering? Am I going to REALLY have to pay attention to the wording on the card and the order of the stack? For instance..."Pre-War Alcohol"... are my brew and ferment stations useless now?
The amount of strange comments on this are a bit baffling xD We will see how it will unfold...me personally...im fine with the changes and having to redo more than 1 perk (my poor food builds needing to move true hiker xD) Change in the builds is gonna be something we need to adapt too...but its not a bad thing... My prediction with the harder enemies...bloodied is gonna rule the dps stats still but at the cost of being a bit more glass cannon... full health builds and power armour builds will be tanking a lot more damage... Now we just need to see how we are going deal with the aggro for mobs and bosses
Chinese stealth full health none crit build here. Looking forward to the changes but confused as it will mean you can run more cards than usual. Are they going to limit card numbers or reduce special in line with the card changes.

Should we be scrapping all cards that are reducing max rank below where we have them before the update? I would rather have my perk points back than perk coins as I'm still building up my medic character, but coins are better than nothing.
Scrapping cards doesn't give perk points back. You get perk coins. When the update comes, you'll just get extra cards if it goes to a lower cost. 3 point card becomes 3 1 point cards. No need to do anything ahead of time.

They need to adjust the weight of things so the pistols weigh much less kinda like real life compared to an assault rifle which also weigh way effing less than a minigun. What I don't get is the damage ratio of heavy guns. A granade launcher does more damage to the player within 20% of its total range than to any enemy it hits dead on. Bethesda really needs to get their shit together. I will never forgive them for nerfing the Cryolator and the Pepper shaker (or was it always really this weak?).
Never understood the point of Adamantium Skeleton. Is limb damage that big of an issue for the player character? A stim fixes it instantly. Never once thought of using that perk.
Yeah it's a waste of a card, really it should be less DMG taken If being shot in a limb, meaning you only take full DMG when shot in the chest or possibly head too Say 10% less DMG to keep it balanced, right now it's useless if you ask me
Feels like all these changes just makes a low hp build even better then it already is...be nice if some full HP players got a bit of love specifically.
@@themartyguy Must be doing something wrong since all the low health players I see tanking shots left right and center, with hits only taking at most 5% of their CURRENT health...then born survivor kicks in. So unless it's something like a legendary deathclaw one shotting them, which RNG can just say "lol, no" that happens to be a luxury that not even a full hp character can enjoy, then yeah... Buff full hp builds. The only reason to not be a low hp build is because either A, you don't want to or B, you do pvp.
@@Rpground Bosses and legendary enemies easily one shot you and you get shredded by things like poison and fire unless you build heavy into them. Bloodied builds are glass cannons they risk dying for damage and buffing full health to do as much as bloodied build would just be no risk no reward and that would be even dumber than it is now
I imagine 4 leaf clover is going to be whack with weapons with shit range but low AP cost - like, yeah you're going to miss 3 times because your hit chance is 18%, but you will absolutely NOT miss when you trigger your crit, amrite?) Not sure I like the serendipity nerf though - not as much making it stat-dependent, but rather capping it at 40% (I wish you had more data points to figure out the math - but whatever it is, 17% chance at 16 LCK and 26% at 33 LCK means reaching the 40% cap would require a LOT of LCK - more than I'm willing to spend at any rate) On the other hand, I disagree with those who cry about their precious Bloodied builds being broken - first of all Bloodied was too OP to the point of not being interesting anymore, and secondly, with perks becoming cheaper we can now stack effects - Evade comes from two sources and there's now also Deflect coming from 2 sources as well - and they are all 1-star cards. I feel like my bloodied Plasma Caster trooper is going to get actually stronger, not weaker
Just tested Fractur's legendary 4 star on the PTS custom world when combined with the right weapon its insane lol Demo 5 and grenadier both together been waiting for eviction notice ha ha

4 Leaf Clover is going to be underrated. No one PLANS on missing but it's like missing a layup then you turn that into a rebound then a 3 pointer!
I have a vats build and the amount of times i miss my shots is ridiculous. With the new Four leaf clover, things wil go crazy.

rip serendipity, now having a bloodied weapon build makes even less sense now especially for melee users.
As an unarmed build running maximum endurance, I cannot wait!

Looks like good changes in the direction of "identity" playstyles, which many games fail at.
Four Leaf Clover is the rework needed to make Pistols viable choices. Now those misses will constantly feed, making pistols punch harder and more accurate. Win/win
Hopefully because currently even though they can be fun, they hardly a good choice for damage.
also good for railway against large amount of low hp enemies, since the first shot accuracy is kinda low, but a follow up shot with crit will one shot kill the target.
Imo Adamentium skeleton got nerfed a little too hard. Yeah, its a 3 point card, but in exchange, your limbs are basically made of titanium and can never break. Me personally, without it can become a major inconvenience when things matter the most.
Not a fan of some card going to endurance since now there’s too many good cards. Some should stay where they currently are but with a price reduction
there's fs a reason they're doing this. they want to buff HP around the board bc I believe content is about to get a lot more difficult, and more hp or resistance will be required to do said content (ie raids)
I think they are great changes hope to see even more cards reworked. Hard bargain rank 3 effectively gave you 9 charisma when bartering. However charisma now goes to 100 when bartering. Previously it was 25
Especially weapon class damage ones need to go down, we need a way to spec in multiple weapon classes without sacrificing that much of other perk points
@@VORASTRA on live my main is specced into shotgun, bows, commando, melee and unarmed and explosive weapons. Mines nades launchers. Rank 1 cards is enough to be strong i would like to see pistol cards moved to charisma or perception. Or adrenaline reworked to scale of agility and be a rank 1 card.

I wish they just changed it to the way F3 & FNV had it where it was Small Arms, Big Guns, Energy Guns, etc. It is why i mainly run with heavy weapons because it has a lot of variety of weapons imo.
Need to try out a build with rank one damage cards. Been wanting a build that lets me use different weapon types without feeling weak and not having to resort to a Bloodied build.

Still waiting for pistol cards to be moved in perception,or even merged with rifles cards so you can switch between your rifle and side arm in a fight and still maintain damage
Not gonna lie, I kinda like these changes as IMO feel a bit more in line with an RPG and make stats count.
I do hope we're going to see the new team reworking power armour mods (arms mod in particular) since, right now, some mods are basically a no brainer. Yes, it's gonna piss people off - as a DM I expect no less.

Deflect should be added to power armor naturally. To start with it would help encourage high health builds to be more usable and secondly it would make the armor feel more like classic Fallout 1 and 2 power armor.
You guys don’t understand diminishing returns. Low HP builds won’t be benefiting as much as you’re all claiming they will be. And I highly suspect bloodied builds are in for a rude awakening come December due to the enemy damage scaling changes that’re coming. And with Raids, I suspect they’ll be throwing everything and the kitchen sink at you. Bloodied builds will likely suffer in that environment or at least need some tanks to cover them.
See, this Vaultie get's it! I'm hoping the raids will curb stomp bloody builds, forcing players to build actual raid builds. Because it's not fun running around rezzing all the glass cannons every single fight. There is a reason why End is getting reworked to be a main stat while cards are getting reworked to free up capital. But sadly, folks only want to dump them in dps.

Only if you're a traditional bloodied build. I'm low hp, to take advantage of Adrenal Reaction, and use a Bloodied weapon, because obviously lol, but rather than putting all my points into Luck, they're all in Endurance and rather than using UNY, I used Overeater's. I'm super tanky while still putting out triple the dmg full hp players do.

For everyone complaining about full health builds being screwed over, we don't yet know what the ghoul specific perk cards will be and how these changes might be in preparation for them.
@@M3lt33n0, I don't see how it'll be a gimmick. It's also not as if ghouls haven't been in Fallout since its inception, and people haven't wanted them to be an option in nearly every game long before a TV show came out.
I also don't see how any of these changes further benefit bloodied builds and nerf full health. Serendipity actually looks like a straight up nerf to bloodied builds for example.
@@brohanfromrohan5771 As a full health build, I can have 3 points in LUCK and get the full effect of Cap Collector, the same applies to First Aid, Junk Shield and Lone Wanderer, with their respective stat, all of which will become unviable if I don't break the stat ceiling after this change. With consideration to stat point dispersal in regard to build, maxing the usefulness of the mentioned cards is not possible unless I run Bloodied.
As for Ghoul class being a gimmick, it clearly is, regardless of past requests. Fallout TV show launched April '24, player peak on Steam jumped from 12k to 72k during that month, current player peak is 15k, many players left because they couldn't play as a ghoul, like the titular Cooper Howard. The Ghoul class announcement was made at Tokyo XBox showcase in June '24, after Bethesda has remained tight lipped on the matter since the game launched in Nov '18. Its a gimmick for the TV tourists.
If any builds are getting screwed over it’s non-pa bloodied as evade (serendipity and evasive) will have 2 sec cooldown and deflect (ricochet) will now make you take half damage when activated and since non-pa won’t even receive the extra damage bonus of deflect
I'm about to have a ton of extra cards to scrap after this goes live. The build options coming will be interesting.
I mean, if they are removing the stars and you don’t get compensated, I would scrap them just before it goes live.

One thing no one is talking about is the hard bargain nerf. In the general section they mention buy and sell prices are no longer being capped at 25 and will be increased to 100. I am suspicious that this will make all vendor plans more expensive so I am buying up all those power armor plans while I can now.

The one thing Bethesda hasn't said is will they reimburse us for the point changes in the cards. I mean if we have cards to three and they change it too one we would lose 2 that could have been deleted and the points used toward a legend.

Your definitely not getting refunded lol if you know this is coming (which you do) you should scrap the card and get your coins BEFORE the update then when it drops buy the 1 star effect, pretty simple actually

I'm thinking these little 5 percent and 8%, whatever minor variances in perk values, do not even reflect in the actual ini. files of the game. Such minor changes could only be a psychological change and not an actual value change withing the game coding.
ah god damn, i was excited about Serendipity going from a 3 point to 1 point, then you showed the really underwhelming chance to avoid damage and now I'm kinda upset. At least I can get Class Freak to level 3 now since Serendipity was taking up 3 points...

These are great changes! Finally some build shake ups. I know some of the weaker weapons are getting buffed as well. This update will be huge. Hopefully they advertise some of the balance changes well to bring back players that got bored with the game.
The only issues is that servers dosnt seem to handle thise new perk cards well, bugged more times than working, even the 4 new we got in the live servers are terrible and not working 99,9% of the time and also makes born survivor bugg out if you use 3 or more of the new" well changed perk cards.
If this perk cards will start working like a charme then we will be able to make the most OP builds ever with thise new/changed perk cards i can tell you that a bloodied build will be able to run with over 100 health at 20% health just from perk cards alone easy, not being able to take a single damage on top of that ever, if thise cards will work and if born survivor will not bug out you will be able to make a broken bloodied over the top of the maintain unkillable tank that 1 tap everything but bosses.

Change in the builds is gonna be something we need to adapt too...but its not a bad thing...
My prediction with the harder enemies...bloodied is gonna rule the dps stats still but at the cost of being a bit more glass cannon... full health builds and power armour builds will be tanking a lot more damage...
Now we just need to see how we are going deal with the aggro for mobs and bosses

Should we be scrapping all cards that are reducing max rank below where we have them before the update? I would rather have my perk points back than perk coins as I'm still building up my medic character, but coins are better than nothing.
Scrapping cards doesn't give perk points back. You get perk coins. When the update comes, you'll just get extra cards if it goes to a lower cost. 3 point card becomes 3 1 point cards. No need to do anything ahead of time.

They need to adjust the weight of things so the pistols weigh much less kinda like real life compared to an assault rifle which also weigh way effing less than a minigun. What I don't get is the damage ratio of heavy guns. A granade launcher does more damage to the player within 20% of its total range than to any enemy it hits dead on. Bethesda really needs to get their shit together.
I will never forgive them for nerfing the Cryolator and the Pepper shaker (or was it always really this weak?).

Never understood the point of Adamantium Skeleton. Is limb damage that big of an issue for the player character? A stim fixes it instantly. Never once thought of using that perk.
Yeah it's a waste of a card, really it should be less DMG taken If being shot in a limb, meaning you only take full DMG when shot in the chest or possibly head too
Say 10% less DMG to keep it balanced, right now it's useless if you ask me

Full health builds get the benefit of not being one shot killed if their rng perk cards don’t kick in

@@themartyguy Must be doing something wrong since all the low health players I see tanking shots left right and center, with hits only taking at most 5% of their CURRENT health...then born survivor kicks in.
So unless it's something like a legendary deathclaw one shotting them, which RNG can just say "lol, no" that happens to be a luxury that not even a full hp character can enjoy, then yeah...
Buff full hp builds. The only reason to not be a low hp build is because either A, you don't want to or B, you do pvp.
@@Rpground Bosses and legendary enemies easily one shot you and you get shredded by things like poison and fire unless you build heavy into them. Bloodied builds are glass cannons they risk dying for damage and buffing full health to do as much as bloodied build would just be no risk no reward and that would be even dumber than it is now
I use the same perks besides serendipity, radicool and nerd rage on full hp and low hp builds so no. These changes affect all
A side question - how do you get over 15 for each of the SPECIALS?
I imagine 4 leaf clover is going to be whack with weapons with shit range but low AP cost - like, yeah you're going to miss 3 times because your hit chance is 18%, but you will absolutely NOT miss when you trigger your crit, amrite?)
Not sure I like the serendipity nerf though - not as much making it stat-dependent, but rather capping it at 40% (I wish you had more data points to figure out the math - but whatever it is, 17% chance at 16 LCK and 26% at 33 LCK means reaching the 40% cap would require a LOT of LCK - more than I'm willing to spend at any rate)
On the other hand, I disagree with those who cry about their precious Bloodied builds being broken - first of all Bloodied was too OP to the point of not being interesting anymore, and secondly, with perks becoming cheaper we can now stack effects - Evade comes from two sources and there's now also Deflect coming from 2 sources as well - and they are all 1-star cards.
