In Neon, you can get another magazine at the hotel. Just talk to the cashier and ask for a room for a day (only 300 credits) then follow the marker and you will find the skill magazine it in your room - called Cyber Runner's Cipher 04 Edit: I am sure you can just go to second floor and hack the door too.
The one in The Lodge is glitched for me starting in one of my NG+ runs. It doesn’t have any effect attached to it. Maybe I already got it and they made it so you can still get the magazine, but you won’t get another boost from it?

I have found two magazines in one AI generated zone for a mine above ground and below. And that location was found by randomly landing on a world and running off to explore to see what kind of mess or ships or things I could find.

Engine modification, how much "juice" your reactor has and the class of ship. Things appear to work backwards in Starfield. And A class is NOT the best. A is worst and C is best. Get yourself the skill to fly C class ships. Get a C class ship and mod it you will be moving real fast
Where do you see these boosts? And if you keep them but lose the mags, does that mean you can collect them again and stack them? Ie: 1st run, 5% extra damage. 2nd run, another 5% for 10% extra damage. The one in The Lodge for me is either glitched, or I’ve already collected it and the answer to my question is that they don’t stack because they made it so on subsequent play-through a, you can collect the mag but it has no effect any subsequent time.
The New Atlantian 05 glitches my game. I pick it up. Then 10 seconds later I lose control of my character. Can’t Save or Quicksave. I load back to before I pick it up, all is fine. Pick it up again. Lose control. Not completely frozen though. When an NPC walks against me, my character is pushed out of the way. I like the game… But seriously… It has had ten times the problems that Cyberpunk 2077 had AT LAUNCH.
I agree. For me it crashes around 3-6 times/day on XSS, but the game it's still playable. 2077 wasn't, back then! It can't compare! From what I've noticed, the crashes are related to the memory cache. Each time you fast travel somewhere, you're filling up that memory, and when it's full, it crashes the game. Fast travelling and using the ship builder mode. 🙂
No. That's not how Bethesda games work.. In Fallout you could collect Bobbleheads that would boost skill points you could most definitely drop them and lose them or sell them and still have the point

You’re at the start of the game. You have to leave and come back later.
