So by getting the upgrade you mean u atleast tried the battle maison and beat your rival in Kiloude City, then headed to Anistar City to meet Sycamore right? You said you your time to 8pm, try checking if the sundial in Anistar City is glowing, then if it's not working I don't know what's wrong.

A tip to get scyther easier go to where he says and all but bring oddish or something with sweet scent it will attract hordes to you alot of the time its spinda and sometimes it is scyther btw my friend code is 3110- 5398-0657

Essentially, yes. Until Pokemon Bank and PokeTransfer are released, there is no way to transfer Gen 5 Pokemon to X and Y.

I brought my scizor form SS before I evolved it, it evolved in white 2 and win the game, and in y its lv 100 and it the strongest Pokémon I have.

You can also randomly get metal coat when you catch Magnetons in the Lost Hotel
the ice mazes were gold and silver not red and blue. you can't even catch jinx unless you mew glitch or trade a poliwhirl in red/blue
