For new Versions after Blender 4.1 Musgrave Texture has been removed. You can use a Noise Texture and adjust the values.
For my last project I choose:
Scale 2.0
Detail 10
Roughness 0.7
Lacunarity 2.0
Distorision 0
Then, for the Color Ramp:
Black 0.52
White 0.75
And the Background 0.5

I´m using version 4.0, where can I find the background and world output nodes? They don´t appear in the shading section

In Shader Editor, Switch to World.
And go to Add > Output, we can add World Output Node

we can add mapping node and texture coordinate node to texture of cloud and adjust the value in mapping node.
