On the door side of the fender they are held on by rivets. They are big rivets, use a drill and drill them out with the door open use a 3/8" drill bit, actually I ended up prying it off like Jose did, but on my own van i used a die grinder on the back side then put in rivet nuts.
@ 0:42 It's not a bolt; it's a type of rivet that's a lot easier to remove if you drive the pin out. All it takes is one good tap with a drift punch, although even small nailset will usually work.

They're a lot easier to remove if you drive the pin out.

What about putting it back on, do the little metal tabs reconnect ok? The ones you used the flat head to pry apart
