ok so how do i use surface tension

You need to download the latest experimental build to be able to use surface tension and sheeting.

@@Blenderphysics-Videos i figured out how to add the surface tension but FLIP still crashes blender when dealing with animated characters that use IK rigs and a few hundred thousand polys ... wish it was as stable as blenders default fluid (FLIP kills blender when exporting animations)
