Honda CG125 throttle cable

Slightly longer one today fairly easy job todo youself with just a few tools.

Hey, I put on a new throttle cable and bike wont start. I remember there being a clear plastic piece covering the cable on the carburetor end. Do u think that's the problem?

I cant seem to slide it out of the carb
