Honestly, sawang sawa na ko na gobyerno ang kailangan mag alaga sa buhay ng rider. Since wala namang matinong social health care sa pinas, hayaan ang mga rider na patayin nila sarili nila. Rider din ako, pero hinde ko maintindihan kung bakit basic sense tulad ng gear ay ayaw pa gamitin.

makes sense. in some parts of europe (if im not mistaken), meron laws of some sort in manufacturing cars in terms of size. it (the car) should fit in the small roads of their cities. maliit nga cars nila pero progressive naman economy nila. big cars does not always mean better for the city's or country's economy.

200cc or 250cc Minimum bike weight requirement Specific type only either sports or cruisers for wind blast resistance and control Full geared LTO approval documents or special recognition stickers for expressway LTO approved bikes for 200cc or 250cc. Underbone or scooter I think are most prone to danger due to handling issues when it comes to air. Saw someone crash because of wind blast on an underbone due to some truck overtaking like 80 to 90km an hour. IMO bikes that have the proper body design to handle that are the ones that should be considered. Just for safety ofc.
Wileandro dela Cruz true.. I was riding one time using my 200cc naked bike, while on the highway headwind pushed us all to the side of the road. A couple was riding an underbone honda xrm to be exact good thing i was infront of them. When we are all on the side of the road the wife cried cause she couldnt believe what happened.
In the US, the rules very from state to state but they all have a common theme. Either it meets the minimum engine capacity or it can reach the minimum speed limit. I'm Fil-Am and I once considered exporting my CBR250R there. It can cruise at 70mph easily. It'll even do nearly 100mph with the needle pegged to the redline all day with no complaints. This 400cc rule seems a bit arbitrary and for certain obsolete. It probably even affects what models motorcycle manufacturers decide to sell there as well. Either small scooters and underbones or big bikes. There's literally no in between and I'm surprised manufacturers haven't lobbied for the rule to change.

I completely agree with you, Sir Zach! Everything should be done for a reason. The 400cc limit back in the day's not very reasonable and sounds ridiculous. Now is a good time to address this issue due to the fact that we have a lot of motorcycles to offer the public nowadays. Very capable motorcycles that can withstand harsh highway conditions effortlessly. Our motorcycle industry's current state is beautiful! A perfect time for people to consider buying one. For me i am really on it, 250cc will do. providing a space like the motorcycle lane and sharp, strick rules like monitoring of speed limit. And also bawal pumasok ang rider without full gear as in full safety gear not just pantalon or just simple long slives. Mandate na kapag na ka motor ka need mo mag suot ng mga safety gear aside from helmet kailangn ng jacket na may padding mga ganun, gloves din

Also, pwede din naman mag lagay ng speed cam sa expressway diba tapos kada exit may naka pwestong LTO na nag mmonitor ng mga violations on cam this way mauubos yung kakamote sa expressway if ever. Also mag point system nadin tayo kagaya sa ibang bansa particularly UK, parang ML lang din yan if bababa points mo plus fines theb di kana allowed mag expressway or balik ka uli sa driving school para maka gain ka ng points plus of course training.

Y'all have to remember that these highways (NLEX and SLEX) we are talking about are still under private ownership because the govt went into a contract with these owners to fund and build said highways in exchange for charging us for highway usage to gain back what they have used. These lawmakers need to remember that the govt is still under contract with these contractors therefore can be sued upon. We have to know in the contract whether the decision making body of these private highways are on the part of the govt or the contractors because then the govt can properly implement laws such as lowering the allowable displacement for motorcycle. We cant just make a law, implement it and expect everybody to be happy. We have to look into any possible outcome. Im all for amending said law but not too much. 250cc should be enough or maybe change the basis to horsepower rather than displacement because it is much more accurate, 23hp should be enough for allowable motorcycles in the highway. discipline is very hard to promise,maybe a special license for the use of expressway.something that is very hard to achieve,say you have to take a series of exams (practical and psych)maybe through this,only people who are really in need to use the expressway will pursue of getting one,and yes,not all motorcycle 250cc looks good.

actually pinaka challenge dyan is yung implementation ng speed limit. regardless kung anong cc ng motor or sasakyan it always boils down to the implementation of the rules and regulations since "integrity of the driver" is not always in-check. kung walang mag iimplement bale wala ang kahit anong rules! check nyo ibang videos ng mga vloggers makikita nyo sa mga speedometers nila kung gaano sila kabilis at walang pumupuna man lang... so again good that we have rules and regulations set in place but then again the implementation of those will be the biggest issue since driver's discipline and integrity is always questionable. wala nang anghel sa mundo!

In this country where not much thought goes into laws and new regulations, completely removing the displacement requirement would probably do more bad than good. I think your best point is with good performing 250cc bikes. Instead of removing it, lower it. I think some bikes aren't made for that kind of travel. Safety concerns parin. Ang hirap mag compromise sa Pinas tbh. Walang assurance na mawawala ang kamote, walang assurance na maayos ang implementation. Ang hirap ileave to the goodness of the rider's attitude. They can change the infrastructures and regulations all they want, but trying to control a rider's discipline is basically leaving it to chance. Imagine Skeleton Motorcycles at the expressways. Or a 110cc mc driving side to side with speeding cars and trucks and busses. I think acceleration and weight plays a role in the safety concern. Kaya tama nga si Sir Zach na sweet spot ang 250cc. I'd rather not leave it to chance. Kahit irevoke pa yung license when an accident happens because of this, nangyari parin yung accident. City driving rules or even lanes nga di nasusunod, expressway pa kaya? Kulang pa kasi sa education ang good amount of riders (and drivers) natin. Once na makapagpatakbo ng MC, g na kahit saan. I think they should educate and regulate. I'm putting my vote in lowering it. It's not discrimination at that point, it's a safety concern.

@@jeimairuzu7056 I can assure you 100% the speed limits in Nlex Slex are not followed and its very easy to get away with it. Unlike in Singapore, there are multiple cameras. Once you break the speed limit, the headquarters are automatically notified because of sensors. The main reason why small displacement bikes should not be allowed is because we do not have a proper enforcing system yet for the express way.
Jei Mairuzu speed limit implementation is way harder than regulating motorcycle displacement. Well, in the Philippines' case. Di porke kaya tumakbo ng mabilis ng scooter or whatever low cc bike eh goods na yun. Take into account braking and other necessities for riding safe.

Dapat may isang office and no other branch kung saan a rider going to use SLEX and NLEX should apply for a special permit with strict oral examination, written examination, one week driving tutorials and an actual Driving exam to avoid bribery. If ibababa sa 250cc dapat din make sure na real 250cc not only on papers. with abs din dapat ang mga papasok na 250cc. i do believe na dapat revoke agad if proven para wag tularan. in my opinion bawal din sana may angkas.

Narciso Del Rosario Jr I still do believe that it is better to learn a motorcycle without any electrical assistance for you will master your skill as a motorcycle rider. but given the fact that if this law pass this will make new rider or less experienced rider enter the SLEX/NLEX without having all those skills just because they can afford to buy a bigger bikes. Some skills like engine brakes or front braking in high speeds without locking them takes time and repeated experience to master it. My opinion on the abs is for overall safety among all sorts of rider. Me using SLEX as an almost everyday route tells me that abrupt halt in a speed of 100kph of car, suv, bus or truck is faster than a motorcycle. Four or more wheels will have that stopping power. Unlike in a two wheel slamming on the brakes w/o that assist can be fatal in 100kph. Having those assist like the abs in a motorcycle can save lives.
For me, it's not an issue about speed, it's about discipline. Before we amend the 400cc rule, we should first look why it's effective. Of course hindi pwedeng mawalan ng ?cc rule, talagang *DANGEROUS* ang mga 250cc below motorcycles sa highways (kahit sa states may ganitong rule). Next thing is, para dare daretsuhan na, anti-kamote to. Hindi siguro nakakagulat para sa karamihan ito, pero pag mas malaki displacement ng motor, usually mas law-abiding ang mga yan. Ito ung mga taong pinapahalagahan nila buhay nila, kaya umiiwas din sila sa mga engot na galawan. Pag nag drive ka sa Pinas for at least 2 days, talagang malalaman mo na pinapamigay lang ang lisensya eh. Talagang nakakakita ka ng mga taong nag ddrive ng kotse / motor (read: mobile killing machines) na halatang marunong lang mag gas at break. Di din sila takot na hindi sundan ang batas dahil $$ lang nman ang katapat kung may violation. Kumpara mo ito sa Foreign countries na kelangan mo mag take ng motorcycle seminar para lang makapagmotor. At pag mas malaking motor, mas matagal na seminar. Lastly siguro observation ko nalang as someone who commutes through the expressway almost daily (6 out of 7 days) using a motorcycle, it's much safer there... for everyone. Iba ng discipline ng mga taong nasa expressway. They stay in their lanes, they *LOOK BEFORE TURNING* , they use their indicators, they don't race with everyone. Sure there are some stranglers here and there, pero main point is, is that majority of them are *EXPECTABLE* This goes without saying na if the roads are safer, then the riders can ride them faster. Kasi in the end, these expressways are for convenience, and the price to pay for convenience is buying a 400cc+ motorcycle. In a way, para mo naring na implement ung mc seminar's ng ibang bansa, pero only to expressways.

Raider 150 owners are wanna be racers. Naging Raider 150 member din ako at ang masasabi ko lang lagin alang top speed at bilis ng motor nila ang inaatupag unlike sa Sniper 150 group na mababait sa kalsada. Hindi ako nagkamali ibenta ang raider 150 ko para mag try ng ibang bike at samahan.
xyrus delacruz displacement is one of easiest determining factor ng motor. Kung enforcer ka hindi possible na memorize mo poweroutput ng lahat ng motor. And power output varies, palit lang sparkplug plus hp kana also poweroutput perish overtime. So hindi sya fixed.
i think yung engine build na pwede ibabad sa long highway na di magkakaron ng aberya sa express way. delekado kasi yung mga low displacement minomodified pa na mdalas nagkaka aberya tumitirik. atleast merong good cooling system.. and agree ako sir zack education po talaga.. dito kasi satin sa sobrang dali kumuha ng license nag ka lisensya lang n humahataw na. walang safety education.

Here in Australia you can drive a 50cc scoots on a car license and then if you want to drive a higher displacement bike then you need to go on a strict way of getting a license to drive a MC from 100cc up to a 1000cc and small displacement MC are banned to use the motorways or freeways.

Hi Zach, I'm also a MC rider and a car owner, doing a minimum of 80kph and 100kph with a small displacement worry ko lang is distance travelled by them due to small fuel tanks. Big bikes can do long distance because of efficiency and bigger tanks. Just my two cents.

Honestly, sawang sawa na ko na gobyerno ang kailangan mag alaga sa buhay ng rider. Since wala namang matinong social health care sa pinas, hayaan ang mga rider na patayin nila sarili nila. Rider din ako, pero hinde ko maintindihan kung bakit basic sense tulad ng gear ay ayaw pa gamitin.

makes sense. in some parts of europe (if im not mistaken), meron laws of some sort in manufacturing cars in terms of size. it (the car) should fit in the small roads of their cities. maliit nga cars nila pero progressive naman economy nila. big cars does not always mean better for the city's or country's economy.

Underbone or scooter I think are most prone to danger due to handling issues when it comes to air. Saw someone crash because of wind blast on an underbone due to some truck overtaking like 80 to 90km an hour. IMO bikes that have the proper body design to handle that are the ones that should be considered. Just for safety ofc.
Wileandro dela Cruz true.. I was riding one time using my 200cc naked bike, while on the highway headwind pushed us all to the side of the road. A couple was riding an underbone honda xrm to be exact good thing i was infront of them. When we are all on the side of the road the wife cried cause she couldnt believe what happened.

In the US, the rules very from state to state but they all have a common theme. Either it meets the minimum engine capacity or it can reach the minimum speed limit. I'm Fil-Am and I once considered exporting my CBR250R there. It can cruise at 70mph easily. It'll even do nearly 100mph with the needle pegged to the redline all day with no complaints. This 400cc rule seems a bit arbitrary and for certain obsolete. It probably even affects what models motorcycle manufacturers decide to sell there as well. Either small scooters and underbones or big bikes. There's literally no in between and I'm surprised manufacturers haven't lobbied for the rule to change.

Now is a good time to address this issue due to the fact that we have a lot of motorcycles to offer the public nowadays. Very capable motorcycles that can withstand harsh highway conditions effortlessly. Our motorcycle industry's current state is beautiful! A perfect time for people to consider buying one. For me i am really on it, 250cc will do. providing a space like the motorcycle lane and sharp, strick rules like monitoring of speed limit. And also bawal pumasok ang rider without full gear as in full safety gear not just pantalon or just simple long slives. Mandate na kapag na ka motor ka need mo mag suot ng mga safety gear aside from helmet kailangn ng jacket na may padding mga ganun, gloves din

Also, pwede din naman mag lagay ng speed cam sa expressway diba tapos kada exit may naka pwestong LTO na nag mmonitor ng mga violations on cam this way mauubos yung kakamote sa expressway if ever. Also mag point system nadin tayo kagaya sa ibang bansa particularly UK, parang ML lang din yan if bababa points mo plus fines theb di kana allowed mag expressway or balik ka uli sa driving school para maka gain ka ng points plus of course training.

Y'all have to remember that these highways (NLEX and SLEX) we are talking about are still under private ownership because the govt went into a contract with these owners to fund and build said highways in exchange for charging us for highway usage to gain back what they have used. These lawmakers need to remember that the govt is still under contract with these contractors therefore can be sued upon. We have to know in the contract whether the decision making body of these private highways are on the part of the govt or the contractors because then the govt can properly implement laws such as lowering the allowable displacement for motorcycle. We cant just make a law, implement it and expect everybody to be happy. We have to look into any possible outcome.
Im all for amending said law but not too much. 250cc should be enough or maybe change the basis to horsepower rather than displacement because it is much more accurate, 23hp should be enough for allowable motorcycles in the highway.

discipline is very hard to promise,maybe a special license for the use of expressway.something that is very hard to achieve,say you have to take a series of exams (practical and psych)maybe through this,only people who are really in need to use the expressway will pursue of getting one,and yes,not all motorcycle 250cc looks good.

actually pinaka challenge dyan is yung implementation ng speed limit. regardless kung anong cc ng motor or sasakyan it always boils down to the implementation of the rules and regulations since "integrity of the driver" is not always in-check. kung walang mag iimplement bale wala ang kahit anong rules! check nyo ibang videos ng mga vloggers makikita nyo sa mga speedometers nila kung gaano sila kabilis at walang pumupuna man lang... so again good that we have rules and regulations set in place but then again the implementation of those will be the biggest issue since driver's discipline and integrity is always questionable. wala nang anghel sa mundo!

In this country where not much thought goes into laws and new regulations, completely removing the displacement requirement would probably do more bad than good. I think your best point is with good performing 250cc bikes. Instead of removing it, lower it. I think some bikes aren't made for that kind of travel. Safety concerns parin. Ang hirap mag compromise sa Pinas tbh. Walang assurance na mawawala ang kamote, walang assurance na maayos ang implementation. Ang hirap ileave to the goodness of the rider's attitude. They can change the infrastructures and regulations all they want, but trying to control a rider's discipline is basically leaving it to chance.
Imagine Skeleton Motorcycles at the expressways. Or a 110cc mc driving side to side with speeding cars and trucks and busses. I think acceleration and weight plays a role in the safety concern. Kaya tama nga si Sir Zach na sweet spot ang 250cc. I'd rather not leave it to chance. Kahit irevoke pa yung license when an accident happens because of this, nangyari parin yung accident. City driving rules or even lanes nga di nasusunod, expressway pa kaya? Kulang pa kasi sa education ang good amount of riders (and drivers) natin. Once na makapagpatakbo ng MC, g na kahit saan. @@jeimairuzu7056 I can assure you 100% the speed limits in Nlex Slex are not followed and its very easy to get away with it. Unlike in Singapore, there are multiple cameras. Once you break the speed limit, the headquarters are automatically notified because of sensors.
The main reason why small displacement bikes should not be allowed is because we do not have a proper enforcing system yet for the express way.

Dapat may isang office and no other branch kung saan a rider going to use SLEX and NLEX should apply for a special permit with strict oral examination, written examination, one week driving tutorials and an actual Driving exam to avoid bribery. If ibababa sa 250cc dapat din make sure na real 250cc not only on papers. with abs din dapat ang mga papasok na 250cc. i do believe na dapat revoke agad if proven para wag tularan. in my opinion bawal din sana may angkas.

Narciso Del Rosario Jr I still do believe that it is better to learn a motorcycle without any electrical assistance for you will master your skill as a motorcycle rider. but given the fact that if this law pass this will make new rider or less experienced rider enter the SLEX/NLEX without having all those skills just because they can afford to buy a bigger bikes. Some skills like engine brakes or front braking in high speeds without locking them takes time and repeated experience to master it. My opinion on the abs is for overall safety among all sorts of rider. Me using SLEX as an almost everyday route tells me that abrupt halt in a speed of 100kph of car, suv, bus or truck is faster than a motorcycle. Four or more wheels will have that stopping power. Unlike in a two wheel slamming on the brakes w/o that assist can be fatal in 100kph. Having those assist like the abs in a motorcycle can save lives.

For me, it's not an issue about speed, it's about discipline.
Before we amend the 400cc rule, we should first look why it's effective.
Of course hindi pwedeng mawalan ng ?cc rule, talagang *DANGEROUS* ang mga 250cc below motorcycles sa highways (kahit sa states may ganitong rule).
Next thing is, para dare daretsuhan na, anti-kamote to.
Hindi siguro nakakagulat para sa karamihan ito, pero pag mas malaki displacement ng motor, usually mas law-abiding ang mga yan. Ito ung mga taong pinapahalagahan nila buhay nila, kaya umiiwas din sila sa mga engot na galawan.
Pag nag drive ka sa Pinas for at least 2 days, talagang malalaman mo na pinapamigay lang ang lisensya eh. Talagang nakakakita ka ng mga taong nag ddrive ng kotse / motor (read: mobile killing machines) na halatang marunong lang mag gas at break.
Di din sila takot na hindi sundan ang batas dahil $$ lang nman ang katapat kung may violation.
Kumpara mo ito sa Foreign countries na kelangan mo mag take ng motorcycle seminar para lang makapagmotor. At pag mas malaking motor, mas matagal na seminar.
Lastly siguro observation ko nalang as someone who commutes through the expressway almost daily (6 out of 7 days) using a motorcycle, it's much safer there... for everyone.
Iba ng discipline ng mga taong nasa expressway. They stay in their lanes, they *LOOK BEFORE TURNING* , they use their indicators, they don't race with everyone. Sure there are some stranglers here and there, pero main point is, is that majority of them are *EXPECTABLE*
This goes without saying na if the roads are safer, then the riders can ride them faster. Kasi in the end, these expressways are for convenience, and the price to pay for convenience is buying a 400cc+ motorcycle. In a way, para mo naring na implement ung mc seminar's ng ibang bansa, pero only to expressways.

Would like to add the idea that riders who wish to pass through these expressways should wear protective gears that pass legal standards. Sariling buhay din ang nakataya, mas magandang mag-invest sa gamit kaysa maaksidente ng walang gamit.

Agree so many 150 feels like a beast scooters underbones like sniper rider 150 etc.d naman lahat but in my experience using kawasaki z650 ang mga big bikes kase ngaun compak na kaya minsan mas malaki pa sila tingnan .so they tried to provoke u to race them hehe kung pumapatol ka malalagay ka sa alanganin coz wer in metro.para sa big bike jan d lang sa atin ang express way so be calm and generous to others hehe chow ride safe

Raider 150 owners are wanna be racers. Naging Raider 150 member din ako at ang masasabi ko lang lagin alang top speed at bilis ng motor nila ang inaatupag unlike sa Sniper 150 group na mababait sa kalsada. Hindi ako nagkamali ibenta ang raider 150 ko para mag try ng ibang bike at samahan.

instead of basing it on engine displacement, why not base the limit on engine power output.

xyrus delacruz displacement is one of easiest determining factor ng motor. Kung enforcer ka hindi possible na memorize mo poweroutput ng lahat ng motor. And power output varies, palit lang sparkplug plus hp kana also poweroutput perish overtime. So hindi sya fixed.
Tama ka dyan sir dapat certified ka at disipleta kc kahit mga car drivers eh karamihan kulang sa kaalaman at disiplina....

Unang matatanggalan ng lisensya ang mga motovloggers puro over speeding recorded pa sa video nila. Ask ko lang di ba sila sinisita ng gobyerno sa mga vlog nila na halos karamihan ay over speeding? Kasi parang ini-encourage pa nila ang publiko na ok lang pala magpatakbo ng 200kph-300kph sa mga vlog nila. Overtake sa mga non overtaking lane, counterflow dito counterflow doon, singit dito singit doon. Just saying. Peace mga vloggers, subscribers nyo rin ako pero dami ko nakikitang mali.

Tama sir...Dapat talaga may dedicated motorcycle lane. Meron nga tayong motorcycle lane sa National Highways pero tinatakaw Ng mga sasakyan, madalas Ng nakamotor nasa gilid na gilid na, nasa motorcycle lane ka nga ikaw ba bubusinahan pag tumatakbo ka within 60kph limit.
Here in Australia you can drive a 50cc scoots on a car license and then if you want to drive a higher displacement bike then you need to go on a strict way of getting a license to drive a MC from 100cc up to a 1000cc and small displacement MC are banned to use the motorways or freeways.

Hi Zach, I'm also a MC rider and a car owner, doing a minimum of 80kph and 100kph with a small displacement worry ko lang is distance travelled by them due to small fuel tanks. Big bikes can do long distance because of efficiency and bigger tanks. Just my two cents.
