Personally, I've always thought this about these weapons. Being able to destroy a planet is significant, certainly, if you can get past the "expense" of the loss of its people, resources, etc., but it's being able to do it that is demoralizing. Even in times of the Republic, where many numerous species knew of each other, and surreptitiously worked together, each stood on their own beliefs, history, and plans for the future. Your people believe that this place, upon this world, is where they first arose to sentience, or met their god(s). That spot over there is where the end times will occur, when certain events have happened. That's where you and your lover first met, or carved your initials in a tree, or were married. That's where the last war ended, peace was declared, and the government that has defined your people for years was set up. All of these things, and more, on scales of value from the lowliest peasant farmers to the rulers, yo the religious experts, will be gone in a flash. I'll erase your home, your heritage, your history. When your children ask where they came from, all you'll be able to do is recount legends, and then speak of the day a power greater than you, your beliefs, and all appeared, and punished you for yourDefiance, and left you wondering was it better to live, and be left with nothing, or should you have been there, and died with your people, your family, and your culture. It's not like every Alderaanian was home, or visiting, when the Death Star obliterated the planet, but to those who survived, there were so many things that were now just stories, and even with other worlds to inhabit, their home was gone. Whi they were gone. Would the survivors be remembered for their past greatness, or just become low class street urchins? I wonder if this tie between fascism, empire, and superweapons is related at all to the politics of the US? I often think about how there is a powerful tie between the lived realities of artists such as Lucas and our perceptions of the world? For me, that's something on which I dwell often.
The tactic of fear worked on regular citizens but when a competent enemy emerges with the rebels it didnt work and that is why the empire struggled with them until thrawn. He realised that fear alone didnt work on the rebels and therefore utilized advanced tactics to counter them
Superweapons are like a manifestation of the Rule of Two - many Sith diluted the power of the dark side, so it makes sense that Sidious, reharded as the ultimate Sith, liked singular weapons of extreme power and the grave passion required to employ their use.
I wish they had made parts of the Dark Empire canon. Palpatine had a similar book which he shared with Luke that laid out his philosophy on the Force and rulling the galaxy Fear and Hate were part of that philophosy
It's simple his fascination with super weapons needed to be maintained as fear can be overcome but by having so many weapons there is a constant fear of what weapon will be used against those who rebel. Ultimately the weapons fear inducing abilities are overcome so that nothing causes fear.
It’s easier to rule with something ppl understand and fear then the mystical power of the force that ppl don’t understand or if they know what it is ,it’s a part of a hated group (jedi) or sith which they spend 1000 to be a dark myth ( it isn’t a pretty image to be a ruler)
In the books, Luke became so powerful in the use of the force, he almost destroyed an entire planet with it. I read elsewhere that, yes, it was fear that drove the Emperor but it was actually external galactic fear of outside forces invading the galaxy. I think Thrawn had this same fear, that the galaxy needed to be united to be able to defend itself.

I think Palpatine sometime in his formation read or witnessed CenterPoint Station. Not only an overwhelming structure containing massive power and potential, but also a great secret. While not overly impressed with its technology, which nobody could ever decipher yet, he was inspired by its purpose. Centerpoint is a device that can hold a god, a prison, a limiter, a cage. Its depressing how a squad of rebels were able to destroy the Deathstars, and even RogueOne tried to justify this with a plot, it just wasnt believable that such a grand structure would have such a grand flaw. I believe Palpatine's greatest fear was death, and all his research was trying to find the key. When Darth Plagueis recruited him, he did so with the same promise he tried to give Anakin, the formula to life. Palpatine noticed Plagueis did not have the power to deliver, and he then knew he would not be able to reach that powerstage with the life he got left. He wasted his youth on a lie. He figured there was still a chance to get that power, but through machines, and thats where CenterPoint gave him the push he needed. He was able to witness firsthand that it was possible to construct something so powerful to extend his life. However, the DarkSide is also a jealous entity, and while the Force favored the Sith, it then turned on them because they were not committed to it fully, they were only using it to get their own desires fulfilled. Selfless abandonment to the Force wouldve given Palpatine what he wanted, but he couldnt trust it anymore, he was ever disappointed in Plagueis and in the Force. He stopped getting stronger and focused on being more cunning, secretive, manipulative. He did have the potential to unlock the formula, but went about it the wrong way. Vitiate is the onlyone who was given that gift because he fully submitted to it. He showed that constructs are not needed when you have the Force.
I do think that Sudious certainly saw examples of either super weapons or massive armies used as a true means to rule without having to every fire a shot. In real world history there are many examples of this, the ancient Persian Empire having the most massive army to where if you refused their rule the moment you saw the hundreds of thousands of troops coming to face your much smaller army you'd instantly fold. In WWII Germany had the largest battleship and Japany had the largest aircraft carriers so in naval battles the shire size would have an almost morale crushing ability. So it isn't hard to believe it wasn't so much the power the weapon ir the fleet had but the size a David vs Goliath type of effect where you're fighting a giant how an you win. Now for Palpatine he would have a few examples of the Death Star 1 and 2 and the Executor as such massive weapons how could one even hope to fight these things. And the Death Star has been a concept used much throughout scifi the massive ships of Independence Day, the Borg Cubes of Star Trek, the space fortresses of the Gundam universes. I'm sure there is a libe in the Art of War about striking terror in your opponents heart or mind to help you win the day before you even fire the first shot.

I think it also has to do with the Sith's despising the Jedi's minimalistic and overly meek view on how things should be. The Jedi rarely seek to create anything of note, save temples and monuments that aggrandize their own order. The Sith's entire worldview is based on the idea that if they ruled the galaxy, everything would be much better, up to and including architecture, technology and progress in general. Superweapons are proof that the Sith-dominated Empire is the greatest civilization in the galaxy. Everything about the Sith must be epic, pharaonic, grand, including their weapons. And that's not far off the truth. Any time the Sith are a dominant force in the galaxy, technology and science advance by bounds and leaps (even if it's because there's a galactic war going on). Whenever the Jedi are the dominant ones, everything just stagnates in place and slowly decays. The Sith want to be a force for change (which is exactly what Palpatine wanted to be since he was young), whereas the Jedi simply wantto embalm the galaxy and call it "balance".
If I were a Sith Lord in Palpatine's place, I would seek a superweapon for one purpose- to have the power of Darth Nihilus. He survived the Mass Shadow Generator and got his power to consume planets from the wound in the Force it created. The Death Star could make the same, but I think that Nihilus being there when it went off was very important, so I wouldn't have a planet destroyer like that. So I would make a superweapon that would wipe out all life on a planet except me, so that I might know such power. If I was confident, I would have a single use thing, because after that, I would be the weapon. If I didn't think it was guaranteed, then I would still have a weapon of fear.
