We were camped at Gunlock State Park, UT which is another reservoir just down the way from Baker Dam reservoir in 2017. We saw someone across an inlet from where we were camped who seemed to be having some trouble. My wife was swimming and went across and discovered that they were very stuck. It was pretty much this exact same kind of situation. They had wandered out onto an area which had been underwater just a week before. The surface appeared to be dry but there was gumbo mud below the surface. We were camping in a 4 wheel drive Ford camper van and I went over and winched them out. I had to be very careful in where I drove to avoid getting myself stuck.

I am a 73 year old man in sad shape. I can still carry the 90+ Warn winch and cradle from the front 2" receiver of my Jeep Rubicon ('03) and connect it to the rear receiver. I wired my Jeep with quick disconnects front and rear (using 2-0 welding cable) for the winch and have a 2nd battery in the rear trunk. I also have a tree saver strap and a chain plus I use the winch electrical plugs for power to the jumper cables as needed. It is handy to be able to move the winch well off trail, remove the battery, use the jumper cable to connect the winch to the battery, use the tree saver, and winch someone far off the trail that I cannot drive to. It amazes me how people buy expensive vehicles and then spend NO money on self-recovery; not even a shovel. It's just like two people talking on the same CB channel at a time, neither is legible.
To correct the problem, you will need to replace one of them with a remote that uses a different radio frequency.
You might contact the manufacturer of the remote and tell them the issue, and they may have a way to change frequency, or have multiple frequencies available, or they may at least be able to tell you what the exact frequency is that they use (2.4 ghz for instance isn't a specific frequency, it's a Band, and a lot of possible frequencies within the band)
If you can find what the exact frequency is, then find another brand that uses a different frequency, or try buying another brand and see if it works.
You can also determine the exact frequency by getting an SDR dongle for 20 bucks on Amazon (Software Defined Radio, basically can pick up any frequency via the dongle and software on your computer), and use the Spectrum Analyzer feature to see what frequency it transmits on.
Another possibility is that if you hold the remote immediately next to the winch it goes to, the signal may be strong enough to overpower the signal from the other one that's further away.
Maybe wrap both in aluminum foil to attenuate the signal and hold them close.
