There are many circumstances I.e Property handover to RWA or still with builder. If there is RWA then RWA NOC will required, if builder still taking care of project then NOC will required from builder.

For safer side you have to extend ATS date. And Getting TM is seller responsibility, although buyer bear the TM Charges.
