Generally at the time of NOC maximum builder secure few months advance maintenance, if not then buyer will bear after the Registry of Property. Buyer will submit his Registry copy with Builder/RWA to update records.

In this case, buyer need to deduct TDS of 1 % before paying full amount to seller. Some websites are showing to not deduct TDS if each owner’s contribution is less than 50 lakhs.
As on April 2022-If Registry value (As in BBA) is 77 lac then Stamp duty would be 3.85 lakh plus 77K Court Fee . Registry value depend upon on various factors. You must contact property expert/lawyer for this. In a comment all factors could not be discuss on limited details

NOC and NDC both are different.. NOC from developer/AOA is the key doc to get TM from authority. Seller has to pay NOC charges.
