    This is a great video. Kizaru is light but in reality he is a shadow of nothingness. A normal person can’t be impartial to everything they would feel some emotion in some way. This reminds me of kanjuro who was nothingness but labeled it as an act and died as an actor but in kizarus case he doesn’t have anything to label his actions, his resolve just doesn’t exist as well as his personality. A normal person can’t be this way only a psychopath would share similar attributes.

      I like the idea that he wants to give fate a chance, and holds a carefree attitude with no responsibility for his actions - showing that if he were to start following a specific ideology he would probably be one of the most dangerous people in the series

      @@chillworksdev4145 Eh, partially. I remember there was this soldier being interviewed, and was asked what the first thing he felt when pulling the trigger to kill an enemy. He simply replied recoil. I can't remember the source, unfortunately.
      I just added the parts of the other admirals. Kinda fits them, don't you think?

    I always felt like kizaru is stronger than he lets on. Especially when he volunteered to go after kiado. He might be the "unclear" fleet admiral who's there to make sure the fleet admiral does his job.

      Truh like even the mad dog akainu did not want to jump into the fighg but kizaru who is always lazy just said aight want me to deal with it like thats scary pl mosly right it off as a joke but why would oda make that scene a joke also akainu did not stop him cuz of kaido and big mom but the strenght of wano samurai so for me i take it as akainu who is well aware of yonkou strenght had no problem leaving kizaru deal with both but was only not sure of the samurai strenght wich is a valid reason like imagine a army of oden's
      For me i think that kizaru is akainu muscle seing how in these crime family type of film there is always the muscle who take care of physical stuff but kizaru seems like he only step up when its world changing shit like BM kaido aliance if not dud just vibing

    Kizaru plays as a pawn of fate: He can kill you at the speed of light but he'll slowly charge his attacks so if your fate is to survive, someone or something will save you from him, and if not, he'll kill you

      Yea that’s what i got. He’s a guy who just lets fate decide things. He knows he’s not a god but he does know he’s damn powerful. I feel like his literal philosophy is do as least as possible and be as comfortable as possible. I’d whatever feels good in the moment, but he doesn’t just go after every dopamine rush. He’s “Like a god” poking around and being curious about the weird world he’s in.

      I mean. . . . . . Whitebeard could have showed up to marineford and sunk it, declared victory. Then cleaned up the survivors
      Whitebeard used title waves as terrain elevation and keeping a battlefield to recover Ace.
      All the epic warriors could have ended the fight differently
      But it would have affected the future
      If Luffy didn't suffer at Marineford, he would still be happy-go-lucky. He wouldn't understand the danger his crew is up against, he would lose more then his heart after Marineford

    Honestly I feel like Kizaru is mostly bored. His devilfruit itself is busted, and I really feel like his haki is at least on par with rest of the Admirals.
    In my opinion Kizaru is doing same thing as someone who just broke the game and feels basically untouchable: does whatever he needs to, but also gives opponent as much opportunity to stay on battlefield as possible. Killing Luffy would be boring, but destroying the key might be interesting. What he'll do next now? Ace can't escape with handcuffs on either way, so why bother.
    He is carefree on purpose. He can't be bothered to remember which denden mushi does what. He won't even bother trying to dodge Apoo's attack because it's not like it'll do anything, so why not listen to weird music man?
    He'll do what he's told, but he'll half ass it on purpose so hard, everyone will be able to tell he doesn't care. And if he'll manage to fail his task somehow? Tough luck, next time won't be so fortunate.
    Remember, strawhats survived Sabody only because Kuma scattered them all over the world. If they tried to run away in conventional method, I doubt they would be so fortunate. Other supernovas escaped because they weren't the targets, Luffy was.
    That emotional moment of Strawhats poofing was in fact a moment of them being saved.

      Yes, you perfectly described Kizaru's character.
      Most ppl don't understand this unfortunately and then they say stuff like Rayleigh is stronger than him just because Kizaru didn't do anything against him.
      But the reason Kizaru didn't do anything to Rayleigh is because Rayleigh is at a level of power where Kizaru can't simply no diff him but actually has to put in some work and he just couldn't be arsed to do that in that situation.

      @@Fex97 also, I am hesitant to even scale Kizaru, as I would argue we haven't really seen him fight.
      Neither Kizaru, nor Rayleigh were going at it all out, as Rayleigh just wanted to keep Kizaru occupied, and Kizaru wanted to have something interesting to do while he was getting rid of some riffraff pirates that can't even use haki at that point. He could afford few hours of sparring with dark king, why not.
      Hell, I don't think that neither of them even used any named techniques in that fight, I don't know why people use it to measure both of the characters. This was just a harmless test of strength than proper fight. It was supposed to remind us that Admirals are still a thing, and they're still waaaay out of the reach for strawhats, as it'll take someone worthy of being pirate King's crewmate to even keep one busy.
      Later Marineford shown us that Admirals are strong but not untouchable.
      This fight from meta point of view was supposed to hype both characters, not one.

    I totally agree. Kizaru is a beast. He always just plays around with his victims. But what I also noticed is his curious nature. He often gets distracted because if it and observe the situation. He let people attack him or attack them in a small mather to understand their abilities. Or that is at least how I view it.

    The reason Kizaru was such terrifying was due to him acting like a robot, follow the command without hesitations. Not only that, he will weakened his enemy to near death and let them think second chances is given, but destroy them eventually. But just be lucky that marines doesnt harmed the unarmed, or else this guy can be deadlier than kaidou.

      I'd say he's for sure deadlier than kaido. Kaido gave the supernovas a chance to test their strength and for his own personal enjoyment. Had they all shown up and kizaru was there instead, it's a coinflip whether or not he would've just went for the kill immediately, or at least immediately incapacitated them. No one would've been able to react to it either.
      His own personality holds back what he's capable of and even then the little he does do creates a seemingly endless gap between him and his opponent.

    Kizaru is more of a grown up and realistic character then others in the shows.
    He is doing his job in a lazy and half hassed manner because just like in real life working hard and well does not necessarily rewards you or other people.
    IRL if you get paid the same as everybody else why work harder then them?
    And as an admiral why would he strive for more when he is already at the top? He can just be cruising and doing the bare minimum to keep his job UNLESS he finds something interesting or worth doing. He is so strong anyway that he will only move when something truly needs him to move.
    And killing strong pirates would be a bad and dumb move, the less people there are the more boring things are.

      Vast, vast majority of people don't seek fulfillment from their work, but from their family, friends, hobbies etc. It's not necessarily about motivation, but knowing what you want out of life and prioritizing that. Which is a mature thing to do.

      Working hard only becomes harmful if one does it out of sorts. Everything in moderation, as the saying goes.
      If you mean "prioritize" as in "don't spend as much time working because you're with your family" then of course one can definitely do that
      But many times one needs to work hard for his/her family
      But this shouldn't be used as an excuse to ignore the family for work, it's a balancing act.
      But if you mean "Nah just don't care about work and be lazy, do the bare minimum" then I will heavily disagree.
      The word fulfillment is interesting, if you just mean prioritizing then yeah I get it. But otherwise, to me, fulfillment is something that isn't so much dependent on external circumstances

      @@1001011011010they didn’t really mean an adult vs a child more like Kizaru is much wiser than he appears and Oda intentionally portrays him that way. He is not motivated by selfish goals like Akainu and Aokiji (even if he is righteous), he actually understands the bigger picture: that he has nowhere to go but down, and putting in maximum effort at all times will increase his chances of losing everything he has worked for. Fighting Luffy and Blackbeard and everyone he comes across to the death could certainly help the government, but it could just as easily harm them if he loses and they lose a great asset, so why not take the safest most calculated route to victory? He’s smart enough to recognize a tough/tricky engagement that could potentially put him out of commission and instead draw up another more solid plan. He’s not the perfect admiral, but he’s what the Marines wanted apparently so they’re stuck with him for better or worse

      aptly, speaking no evil. Ryokugyu will be just as interesting since he shares the same thoughts with Issho. Those two will be part of the next generation of the eventual reformed Marines; it’s unclear to where Kizaru will be, but he’ll certainly be important.

    So enigmatic yet terrifying. All the admirals are walking contradictions. Kizaru is the fastest yet is seemingly the slowest to react to anything. Aokiji has a warm heart but his power is ice cold. Akainu is cold hearted but his power is the exact opposite. Fujitora sees everything but is physically blind. Wonderful characterization, rarely do you get to see so many characters in any world so powerful that they can literally tilt the flow of the story all by themselves. One piece world building is on another level 🔥🔥

    While I'll be the first to admit I have no real evidence for this, I've had the thought in my head for a while that Kizaru might work directly for Im. He's always been this more quietly sinister presence while the other admirals take up more focus in the story, and I think it makes sense for Im, or at least the Celestial Dragons, to have some kind of loyal agent near the top of the marine hierarchy. Let, someone who actually believes in some form of the justice the marines are supposed to embody, such as Sengoku or Akainu, lead the organization, but have someone who embodies the ruler's true ideals right below him in case some course correction is needed.

    Not only do I think that Kizaru is much more powerful than we are lead to believe, I think he also KNOWS more than we think.
    Since Devil Fruits can be awakened, an awakened Light fruit would be insane.
    A photon exists everywhere at once. Meaning if Kizaru could awaken his devil fruit, he would be able to see the entire world at once. He would be omnipresent.
    He knows that the World Goverment is up to, he knows where and what One Piece is.
    He possesses the ultimate power and knowledge, and he is just sitting back and enjoying the side.

    in real life, you can't reason with the law, it's completely arbitrary, despite its pretexts of neutrality
    so if you think about it
    Kizaru's "unclear justice" is actually "true justice"

    Kizaru might betray the marines. Think about it. Kizaru sis very strong he could have killed anyone if he really wanted to in sabaody. Instead he wasted time fighting Rayleigh. We know oda rayleigh could have had more conversation with him that haven’t fleshed out yet. And he doesn’t really have a motive. I can see him switching sides.

    I feel like of all the admirals, we've seen Kizaru hold back the most. I imagine he just wants to fuck around, but if he was really serious, he could actually tap into his fruit. Being light and being able to hit things means he should insta kill anything he makes contact with with a melee attack. A light speed kick should break the atoms in Urouge's body but Kizaru held himself back so much that it only put him out of commission

    The most terrifying aspect of Kizaru is that he prefers to completely destroy his victims' hopes by torturing them psychologically instead of going for the kill and letting them die with dignity. At least Akainu goes straight for the one-hit kill to get the job done quickly without getting pleasure from it, which makes him more methodical and efficient, and kinda humane. (I love both characters btw).

    I kind of think of them as different forms of “justice”
    Akainu being legal justice, everything is very black and white.
    Aokiji being moral justice, looking deeper into the situation to decide his own justice.
    And Kizaru being a chaotic justice

    Considering the current Fleet Admiral is always butting heads with Gorosei (Aka the ones directly under Im), Kizaru being Im's eyes and ears in the Marines starts making a whole lot of sense.

    This video has been debunked completely with the new arc sadly. He's more of a family guy who simply has to do work he doesnt wanna do sometimes for his own reasons. He has his personality and isn't devoid of emotions. The fact that he thinks he's a "cog in the machine" is simply cope to force himself to do what he has to do. The one admiral who seems more like a sociopath would be Ryokugyu, not Borsalino.

    Kizaru is generally lazy; that's why with the powers he has, he tries to expend minimal effort when he's put on the job. And he knows his powers are more than enough to not force him to go all out.

    I love how Kizaru views Luffy. Kuzan and Fujitora obviously can see Luffy heroism through his deeds at water 7 and dressrosa. Greenbull and Akainu just hate Luffy's existence. Kizaru, on the other hand, is more scary. He doesn't care Luffy is a hero or a villain as a pirate, he just does his job as a marine to ruthlessly curtail piracy.

    I came in the conclusion that Akainu will be backstabbed from the celestials and the 5 elders because he stood in the way of their plans. It would fit for someone like him to find his end from the organization he represents and not luffy or blackbeard or anyone else. And i agree that Kizaru is working for them and getting direct orders from Imu and he will be the one that delivers the last hit. He has shown numerous times that he is not afraid of Akainu and he is being sarcastic with every conversation they had so far.

    Kizaru's unclear justice doesnt just apply to his sense of justice, it applies to everything about him which applies perfectly to his fruit. When you stare into a bright light, you can't make out anything clear other than blinding light, just like how when you look at Kizaru you can't make out what he feels, whether or not he's with or against the WG, if he's enjoying his fights or if he's just doing them because he's told. Fujitora's justice is blind, but Kizaru's is blinding.

    Kizaru from the moment he popped up in the story has been one of my favorites because of the sense of justice he lacks but being label as someone who enacts justice. Glad to see a video about him and really loved the analysis.

    I mean the only times we've seen Kizaru get "serious" is against the Dark King, and against his old master Zephyr.
    So far these are the only two who have actually held their own respectfully against Kizaru, with Zephyr even getting the upper hand during their first clash in the movie.
    This isn't in terms of raw power, as I feel his Glint-Glint is easily one of the most powerful Fruits, but in terms of combat skill. They kept him on his toes and even caught him off guard, with Zephyr even inciting pure fear for a monent.
    I get that Z is a movie character, but I love the guy too much to exclude him from the conversation. I can easily believe he's the one who trained the Admirals, 100%.
    TLDR: Kizaru is just Enel but turned up to 11. I reckon he realised his God complex many years ago and everything has become boring to him.
    Think of it like having... Saitama syndrome 😂

    as a kid, he was surrounded by books, sentomaru has appeared 3 times and 2 of them with kizaru calling him "uncle", pacifistas with his lazer beans, he can think at speedlight, he force himself to talk slowly so other can understand him.. can kizaru be vegapunk?

    Considering how Goda loves applying DUALITY to literally anything, I do agree to the notion that Kizaru is that of shadow hiding behind the brilliance of light. Unclear justice might be something like "leaving it to fate." I'm going to shoot you, I won't aim and will do it blindingly and it's up to fate if you'll get hit in critical spot or not. This further explains his attitude when executing the orders he received. Despite the supposedly advantage in speed, he's too slow when taking actions. And he's doing it purposely. He's waiting if something happens or if someone will interfere. He's actually waiting for a sign and if nothing's gonna happen, he'll treat it like it's fate that decided. He's a water that follows the flow. And this is a pure testament of his strength. He's the embodiment of fate. And for that matter, I love his character. I remember I once made a whole theory predicting his awakening and the result was pure nuts. Too op lol.

      @ , Doflamgino is evil incarnate because neither his environment or his genetics made him into the monstrous person he’s shown in the story, and even if you place him into the most peaceful environment with no conflicts of war at all then he’d still turn out like the monstrous person he’s shown in the series because as Corazon said it makes no logical sense as to why both brothers sharing the exact same genetics and environments turns out to being two different people unless Doflamgino is and will always remain a monstrous person even if you placed him in the most peaceful environment with no conflicts of war at all then he’d still remain a monstrous human being.

      @Junan Sociopaths and Psychopaths both lack the ability to feel empathy, but the main difference is that a psychopath will create a persona in their minds that they rely on to convey the appearance of empathy, where as a sociopath will at most change their appearance and/or change the tone of their voice to sound "nicer", because creating a convincing persona takes years of refining.
      Kizaru = Sociopath
      Blackbeard = Psychopath

    I always thought that he was a psychopath. He seems to really enjoy toying with his enemies before disposing of them. Like a cat playing with a mouse before it gets bored and kills it or let's it go.
    I think its just that simple. He's stronger than most people. He knows it and enjoys it.

    Kizaru being named after the "hear no evil" sage makes...a ton of sense when you get down to it. If the man has his mind descided on what he wants to do, theres stark little you can do to change his mind. Kizaru has hit that point in his power scaling where nothing really excites him anymore, so he just goes along with anything, but if he chooses to do something your not really gonna get in his way unless you have a deus ex under your sleeve

    I think Kizaru is Imu's guy in the marines. All the other admirals have some counterpoint in devil fruit themes (Aokiji and Akainu are obv ice/magma but also Ryokugyu and Fujitora are growth/crushing). But not Kizaru. Kizaru has no equivalent at his level, but he DOES mirror Imu, who is a similarly cold and condescending figure who is made of shadows. Imu's intentions of world domination are obvious, so they hide in the shadows with their shadow power. Kizaru's intentions are a void, so he is in the light, a figurehead, visible in body but never in intention.
    Also noteable in that the Japanese actor he is based on often plays the role of a careless, goofy guy that seems a bit slow, but is always more informed than he lets on. And he is also often revelealed to be the number two to the bad guy, at the very end.

    Kizaru might be very very over reliant on his fruit, that why he so laid back and not afraid too. In Movie Z, it mentioned by Zephyr that he too reliant on his fruit. Maybe due to the fact his fruit keeps him safe, and secure for it speed. I feel like if there a battle between Kizaru and Blackbeard his true ideals and laid back attitude may change. Or maybe Kizaru is a sadistic guy, who knows.

    With the navy being the speartip of the world government, I always had high hopes that Kizaru would turn out to be the worst among the marines, though not open like Akainu, in the shadows of his bright light, aiding the Cipher Pols in the matters aimed against civilians that not even Akainu would have the stomach for. Kizaru has close ties to Vegapunk, he is in charge of the whole Human Weapon project, so I always envisioned him to turn into a Mengele kind of character, someone who tortured and sacrificed countless people for the sake of power, progress and control, abusing Vegapunks intellect into pushing these goals forward no matter the cost as he plays the almost lethargic guy for the outside world.
    The fact that they did not properly position Kizaru yet and fleshed him out far less than the other high ranking marines, all while letting him come out completely unharmed despite clashing with Whitebeard himself as well as his right hand man, and him actually suggesting that he could go to Wano to "deal" with the whole Kaido and Big Mom alliance when a single emperor was enough for Akainu to almost soil his pants, makes me believe that they have planned something greater for him than him just being a mindless soldier.

      Also the fact that when Luffy punched a celestial dragon they said an admiral would come. Who came? Kizaru. Could be coincidence or could be that he’s the one admiral working directly for them and the elders so he was summoned immediately.

    I see it as a cat and mouse game. He definitely has sociopathic tendencies as a result of wanting to see what his enemies will do. He has very little will and follows the cues of others as well. Maybe he isnt a wg dog... Maybe he does want to see prophecies come true. I don't know about terrifying but he is the most intriguing of the admirals.

    I think he is their ULTIMATE power play. It's odd that they never want him to go after powerful pirates, but he instead goes after lesser. With him hunting down weaker ones or mid tier ones, you're making wanabe and newer pirates scared to try. That fear is good, but think of this:
    Fujitora is strong but to go after Kaido?No . Kizaru WANTED to go there, and people say say he was in over his head, but ask why they really didn't want him to go. He would take them on, and if he had won, Akainu would look weak, therefore the WG would question him. They say it's so not to cause trouble, but look at how they all are. Fujitora is just watching (or on standby) with the Strawhats and isn't attacking them. Heck, I wouldn't be surprised if he allied with Luffy to fight Blackbeard. Kizaru wants to go out and wreck faces, but they hold him back. Akainu, despite having to answer the WG, may only be allowed to use Kizaru as a last resort. Like incase there's hundreds of pirates somewhere at a time and he supposed to be the shining light of the Marines. We'll know soon enough.

    Kizaru is my favorite marine; I see him as the most true neutral marine in the entire Navy, like he's just doing his job and isn't afraid to speak what's on his mind. I always wanted Sanji to fight Kizaru, but later on after watching One Piece for almost 10 years now, I kinda want Kizaru to just be the only top-tier character in the series to remain unscathed and win every single fight he's had in the series. Characters who've taken zero damage or take the W every time in any story are always hyped up to be god-like, pretty much like Saitama from One Punch Man, and I kinda want Oda to keep it that way with Kizaru. Now I'm hoping Sanji fights Ryokugyu while Zoro fights Fujitora, and Kizaru can fight whoever the hell he wants in the final war. I'm pretty sure Sanji will fight Kizaru though, it's looking to be set up that way.
    You made an interesting point about Kizaru, saying that if he were to stop following orders, he'd quit being a figure of justice and would pretty much be like a god who toys with his food. I'm really hoping Oda doesn't make Kizaru become wasted potential in the future, or be seen as a "villainous scumbag". In EOS, I'm hoping Kizaru stays as an admiral or becomes an inspector general like Sengoku does.

      @@rahul-vk2gt Kizaru doesn’t need to be beaten or killed for the story to end off on a good note. Kizaru is just a man who follows his orders, not ruthless like Sakazuki, and he doesn’t let criminals go like Kuzan does. Justice can be black or white, and for Kizaru’s case, he’s in the grey area like Sengoku is. Remember that the Navy isn’t bad, it’s the World Government that’s bad. And there are probably even good people who work in the WG, they’re just trying to get by with life, maybe even some hate their bosses but just don’t say anything so they don’t get in trouble.

    Kizaru hast a lo to do with Vega Punk. Maybe he even is him. Maybe he just likes observing how his enemies react to his actions. I would also say the reason why he seems so cold hearted towards his enemies is because they are decared as criminals. He could just enjoy killing them, not out of sadism, but because he likes the idea of whyping out evil in general.

    Honestly, Kizaru can easily be the strongest character in the anime if it was a bit more realistic. With the speed of light, he can travel everywhere around the world in less than a second. Attacking at the speed of light would make his attacks impossible to see or avoid, not to mention that you literally wouldn't be able to hit him due to that speed. Overall, he could defeat everyone before they even blink. And now, please don't comment something like "there are characters that move faster than the speed of light", I'm saying that this would happen if the anime was a bit more realistic and in real life, there is no speed faster than the one of light.

    I realized that the current three admirals might be based around the three monkeys. Kiz is the one you discussed. The monkey that sees no evil could be fuji. The monkey that says no evil could be greenbull. Fuji having relation to eyes ofc and being blind. Greenbull also doesn’t eat having relations to mouth. We also have only heard him talk so far. Maybe I’m reaching who knows

    Kizaru reminds me a lot of Gin from Bleach. His morals seem to place him at odds with the protagonists, and his behavior make him appear manipulative and deceptive at best or sadistic and cruel despite his genial appearance (compared to Akainu and the Gorosei at least). Even his methods for handling the Supernovas and Strawhat crew ring similar to the way Gin handled all of his fights:
    Given his speed, skill, and weapon; almost every fight Gin was ever seen in could've been ended before the target knew what was happening. But Gin rarely went for a kill shot when he had the opportunity on anything but a Hollow. From the outside; this looks like he wants to make his opponents suffer or he has some similarities to Zaraki in that he nerfs himself to enjoy the fight more. Later on we see that part of the reason for this is Gin was always working to his own, ultimately altruistic (if selfish and circuitous) ends; and one of the reasons he seems to spare those he fights with is because his goals gain nothing by their death. OR, like with his own protagonist character he seemingly goes all out to display the sheer gulf that exists between them as a reality check or a form of motivation for them. Look at what he says to Luffy after giving him a near one hit KO. He pretty much says: "At the end of the day, I can kill you whenever the fancy strikes me and there's nothing you can do about it with your current level of strength."
    Right now; Kizaru is a fixed point for anyone who views the Marines or the World Government as a whole as opposition. He's a fact of life; if you want to act in opposition to the WG, you'll need the strength to surpass a man who can move at the speed of light.

    This video reminded me of a theory that I came up with a long time ago:
    My theory was that Kizaru works for Im and the real reason why he wanted to go to Wano was because he actually works as a spy for BM and Kaido or double agent like he’s like he’s playing both sides but I don’t think he’s the only admiral that’s in on it. My second part of the theory is that Ryokugyo (Green Bull) i mean we know little to nothing about this guy nor his own way of Justice like Akainu:Absolute Justice, Aokiji:Lazy Justice, Fujitora:Neutral Justice, and Kizaru:Unclear Justice. So I do believe that Green Bull also has unclear justice. and there you have it 2 Admirals who are working on both sides to an unknown goal
    EDIT: I re-watched the video and a thought came to me, what if the real reason why Kizaru shot the key instead of Luffy was because he sees Luffy as someone who is useful in his plans

    Loved his introduction. Just jumping on top of a canon ball no f's given teleporting all over the place and asking people if they've ever been kicked with light speed milliseconds before kicking them with his powers.
    And there is no reaction whatsoever to any taunt that flies towards his head. He didn't even care enough to make sure he killed/captured the pirates he kicked and lazered into oblivion.
    And the way he just casually suggested to sail to Kaido and Big Mom as soon as they were forming an alliance.

    I personally believe that kizarus light power is seposed to represent himself to a large degree, he himself dosent know what he wants, needs, or enjoys. And constantly sees his justice as constantly changing, like how light can refract and Chang depending at what you look at, thats why he never seems like hes actually going to do unless told to, like how light dosent have a true form unless you look at something specific, yeah its a strech... But so are alot of theories that turn true

That is the mentality I think he has. The power of the speed of light is so great in of itself that one could have anything they desire, yet he's in the marines and not off doing his own thing. He'd be one of the greatest pirates in the world if he wanted to, but I think he understands that what someone wants isn't always whats best in the long run. Therefor the justice is unclear, because it's being levied at his will to give fate a chance to play out a better result. In a way he's got the most important form of justice of them all: Weighed Justice. Or perhaps "Judgement" might be a better descriptor.

    Kizaru is potentially the strongest in one piece due to his speed of light powers. He has never shown his strength in the mange yet he has been holding back significantly when he goes on the attack. If he got serious and used his speed of light kick he could destroy anything due to the mass behind that speed. Any FTL attack he put serious effort in would be crazy powerful. The only real thing that stops him is he is lazy and doesn’t put any real effort into what he does.

      You made some good points as well he clearly doesn’t care what he does or who he does it to. Kizaru has always been my favorite admiral with Fujitora a super close second as they both are interesting don’t do what you expect of them and are super strong. It’s pretty obvious if kizaru did go hostile or rage mode it’s unrealistic that anybody can stop him short of maybe a top 5 strongest person so potentially kiado big mom akinu or a combo of several stronger people combined.

    I feel it's a little more simple than you think. Kizaru lives life at light speed. His brain is hardwired to not overload from being able to do so. Every second for him seems like literal hours if not days for everyone else inside his mind.
    He forces himself to go slow to try and reconnect to being a normal person which he can never go back to unless he locks himself up in sea prism stone.
    Him waiting those couple extra seconds as if taunting someone could very easily just be him forcing his brain to slow down to try and attempt to understand how normal people operate. He doesn't realize or even understand that what he's doing could be perceived as cruel, because 1 second or 10 seconds are both such long periods of time, he's probably already forgot the initial point he was trying to make by the time he actually does it due to him forcing himself to go slow.
    On the other hand, it could also be exactly as you say and he's trying to see how people react. To try and attempt to understand normal people once again.
    He just follows orders as given because he doesn't understand the importance of what is going on around him any longer. People are moving so slowly they appear to be stationary to his eyes. He leaves the decision making to others, because to him, nothing is happening in front of his eyes that seems wrong. The world is at a stand still, and it's just different beings standing there doing nothing.
    Like with Sabaody. By the time he arrived, he had already forgot why he was going there to begin with. He was just messing around and observing the super novas to attempt and understand them and figure out if what they're doing is right or wrong.
    He could easily be thousands if not tens of thousands of years old mentally, and him learning about Justice and preserving the peace could have been in his mind thousands upon thousands of years ago. And he just doesn't understand them any longer. So he waits for those that he trusts to give him directions so he doesn't have to try and work those things out himself.
    This leans heavily on his apathy as well. Emotions come and go faster than anyone else can perceive. When it comes to reacting to his emotions, it just comes out as complete apathy because he's gone through the entire spectrum of emotions in less than a fraction of a second. So once his mouth catches up to his brain, he's already had time to hyper-analyze everything about it, and is bored of the subject, and is just explaining what he went through mentally to try and reconnect to being a normal human being. Which just ends up seeming like he's mocking everyone and everything.
    Kizaru is 100% the most dangerous and scary out of all of the Admirals, possibly anyone in anime at all to be honest, but it's all a result of him losing himself in the sands of time that rolls through his head.
