No rights should be applied universally, they should always have conditions/responsibilities... and they do, except for voting. Children have more rights than adults in some areas and less in others. And even something as basic as your right to life has conditions. If you do enough bad things, the government might take it away.
If everyone votes, then voting is meaningless. Rights that are given instead of being earned, serve no purpose. Which is why voting stopped mattering a long time ago.

This controversy about violence towards npcs is incredibly ridiculous. It just highlights how incredibly fragile the general public is becoming. You have to constantly walk on eggshells just in case you might upset or offend someone...dude, its one thhing if you are actually causing harm, or supporting hate/ vioence to any REAL person, or group of people... i'll support the cause to prevent that, sure..but THESE AREN'T PEOPLE....they are geometrical shapes, polygons etc, arranged into the shape of a person, and programmed with a scripting language to imitate behaviors, emotions, and feelings such as fear, day to day actions, fear..imitated life and imitated death...they were never alive, therfore they cannot die...have no sentience, or real awareness...(yet at least)

Actually it is the fault of Rockstar Games which gave this mission in their game. I follow Shirrako personally on UA-cam and I stand up with him. The guy silently uploads walkthroughs and I always watch his videos first before playing game.
