That usually happens when you leave because it's rendering the entire village. It's not misleading. If you go anywhere else the framerate is usually 27-30 fps. Lost precursor city lags a bit as well.

Given that the game was originally released on PS2, the original native resolution would have been 30fps interlaced in NTSC regions and 25fps interlaced in PAL regions. Properly deinterlacing would have given you a minimum of 480p30 or 576p25, although I know that the PS2 version uses some odd framerate and is one of those rare cases where the dreaded bob-deinterlacing actually performs better than real deinteracing. So for Vita, 30fps was probably gonna be this game's sweet spot.
@@Miguel-cg2vz I did not know this at the time of my original comment, but Jak & Daxter was one of those odd games that used field rate rendering, rather than frame rate rendering. In interlaced video, 25 frames per second is actually 50 half frames per second. Meaning that the odd and even lines that make up each frame are displayed separately. These half frames are referred to as fields. However, in Jak & Daxter, each field is rendered as a unique frame. So 50 half frames if actually 50 full frames. Essentially 50p in an interlaced form.
