Sorry it's been 3 years but I have an answer. They mainly do that in the mornings when the sun is rising because the nights of the deserts are actually very, very cold. There's rarely ever snow or ice in the deserts because its just too dry but the temperatures can go well under freezing at night despite that. They have black skin underneath their feathers to help absorb the heat after a freezing night time so they can be ready to start hunting again. They are made to thrive in the hot hot heat, running hot is their normal. They like to be hot, not cold.
If you see the darn runner in real life you will understand how they made a cartoon out of it. Its legs really do look like they go round and round like the cartoon.

I think most if not all dinosaurs had air sacs like modern birds, so they would have been at least half of their original predicted weights! Juvenal Tyrannosaurs would probably have been very fast and agile. Even the older, fully grown, tyrannosaurs may have ran, just not as fast as the younger ones!
Dill Turner Land animals have no need for the extensive system of air sacs (extending into pneumaticised bones) at least two separate lineages of flying critters - birds and pterosaurids - evolved though. Also not exactly suggested in the skeletal evidence... And the basic "flow-through" respiratory system is a distinctive and characteristic trait of all archosaurs - including crocodiles, which aren't exactly meaningfully lighter for that. Does give them unusually good aerobic stamina for exothermic reptiles tho (might also help them mitigate Carrier's constraint but idk).
