RE Septic. Are you saying that if I have a brand new, 4br house with 4br septic in MA and I decide to put in a bedroom in the basement and go the permitted DIY route, it is possible that BoH will REQUIRE the 5br capacity septic for the home or they will fail the septic due to undercapacity?
Yes and no. Your best bet is to call the town and ask their bylaws. Every town can vary slightly on what they consider an add on. In general yes but you could always make it a flex room.
A town official would be happy to divulge that info to you
