For manual guidance I'd definitely throw on a damage boost for any rocket that isn't being remotely controlled. Heck you could even stack the damage based on how many missiles are active leading to some plays of building up a swarm of missiles, aiming them to where you want, and releasing the control.
i feel like that might lead to an unfun playstyle where you have to disengage the targeting as much as possible if you want to not waste value from the OC. it'd be better, sure, but'd you'd have the choice between using a shitty minelayer or just the normal gun with nothing at all.
Kinda surprised to not see electrominelets on this list. They feel worse than not having an overclock and I would happily take full chamber seal over it.
One thing I’ll say in defence of reatomizer is that if you take the tier 5a mod necrothermal catalyst and kill a burning enemy with reatomizer it transfers the necrothermal explosion “status” to all enemies hit making them explode. This clears hordes like crazy and pairs insanely well with burning hell mini gun. It’s probably a glitch but until it gets fixed it’s a really fun combo, a bit finicky, but fun
Manual Guidance Cutoff should really be turned into a proper dumbfire overclock. Maybe make it balanced or unstable, with a bigger velocity boost and some extra damage or something. Or find a way to make the shutoff stop competing control-wise with taking your finger off the trigger.
I like the list you gave here. I would however swap out Thinned Drum Walls for Exhaust Vectoring. Sure you get +2 damage with Exhaust Vectoring which is great for the minigun, but that increased spread is kind of a pain to me. I feel like you could get more value out of Bullet Hell (with the tier 1 spread reducing mod) because a lot of your shots could hit twice, effectively doubling the damage of those shots, even despite Bullet Hell coming with -3 damage per shot. And I like to take Hot Bullets to spread fire around as well. Rock and Stone!
I personally always use exhaust vectoring, as I let bugs get a bit closer to me. I suppose it depends what kinda gunner you play, a preventive style to shoot them from farther away, or kinda like the driller, exclusively close-range (where this OC smacks ass!)

Big Bertha even though you didn’t talk about it is an overclock that you should take and for everybody, because compared to the hurricane 🌀 missile guidance rocket launcher, the maximum ammunition you could take for that weapon is 360 missiles, ignoring the new rocket barrage overclock having 576 maximum amount of ammunition in the gun. Big Bertha overclock with the ammo modification in tier one gives you more direct damage and even though you have lees ammo, it has more ammo than the missiles. 550 rounds into the gun. More ammo than the maximum amount of ammunition available in the hurricane!
Once not long ago had Re-Atomizer spread Steve onto a Bulk Detonator during a drilldozer mission. Took a crapton of ammo to finally take it down and Doretta took heaps of damage. I've never run that overclock since.
You'll be happy to know it's been patched! If you run it with Burning Hell and Necro-thermal Catalyst (T5A), you can cause chain reaction explosions* *somewhat inconsistently, and honestly you might just be better off using Hellfire, but hey, explosions are fun. #USteppin uses the Thin Drummed Walls on his Gunner's minigun and apparently it's served him well. Because he likes to use the minigun to shoot almost endlessly, the cooldown from the overclock and the Cold As the Grave mod really helps out with that. It's especially invaluable for him when he does Deep Dives with an enemy spawn multiplier mod. I, one the other hand, endorse the Lil' More Oomph as the best "all purpose" overclock for the minigun. Being able to fire almost as soon as you squeeze the trigger is invaluable and with both the fire rate and damage mods active, you can deal up to 221 DPS which is still respectable, if not spectacular.
4:00 Adding T3 Explosive Rounds and T5 Neurotoxins actually makes it a decent crowd clearing option without it being a huge detriment to your damage, especially if you don't have Magic Bullet u locked.
Maybe make re-atomizer do a little extra damage to status inflicted targets, similar to bullets of mercy but, maybe make it only 15% if retaining the Clean OC type? You'd want to pair it with status's which also makes you far more likely to spread status's.
Minelayer system is super powerful but get ignored cause it doesn't fit the typical "Shoot Things that come close to your face till it disappear." archetype , yet if you know how to "Lead the target" and set up a proper mine field , you can clear hordes in a matter of a few seconds , pair it up with scout's pheromone or engi's LURE , it will become a monster(it still is without teammate's help tho). the only down side is that you need something to dispatch flying enemy , all gunner's secondary fit that role , the only annoying thing is that because you need a few second to make your mine go boom , your teammate might already finished the bug you want to kill.
For a really cool change to the Re-atomizer maybe instead of spreading to things behind it make it spread to everything in the trail. Doesn't make as much sense physically but would be like 10x more fun.
I run bullet hell purely for the fun of spraying down a corridor or around a corner. To be fair I do play on some lower difficulty’s most of the time but it’s just so much fun to mess around with.
cryo minelets is absolutely insane utility for very little downsides, especially on scout who really really wants to have a secondary CC option. electro minelets is medicore and gunner usually has no problem killing swarms outright. but once again its pretty neat with small downsides, it aint too bad. make sure you take blowthrough on both, so you can shoot a bug while laying mines at the same time. minelayer has the potential for absolutely insane output, but having no guidance really really hurts. it has something like 2x radius and 1.5x area damage. but you never know how much guidance really helps until you try minelayer and have to play without it.
Yeah, minelayer kinda sucks. I've used it a lot and really have tried to like it, but I just can't. The arm time seems too long, the aoe feels mediocre as well as the damage, and it has terrible drawbacks for what it offers.

Alternatively a massive area of damage with near 0 direct hit damage while unguided would be awesome. Something like 6-8m area.

I think I agree but exhaust vectoring with spread reduction is decent. It’s just also totally outclassed by a little more oomph.
