Isn't the most common cause the lack of a steady caregiver? Many of the children are going from one foster home to another. They can't build any releationship between the persons. And the child just capss down. I dunno about the US system, but another reason (for Germany) is that many of those foster parents do it just for the money. On paper they have all the requirement for a foster parent...but they lack any love for the child. A child with in most cases troubled background because of their original parents are just not fit for parenthood. You should also mention that those children are high riscs because they post their problems on social media. The last place were anybody should seek help!!!
