Thanks for the idea! I think it would come down to how still the water is. With a current rushing it'll be difficult to track unless there is also non moving objects around. If it's more of a drone water shot of still-ish water, then you can treat it mostly like a typical camera track. Just make sure the point on the water aren't moving and you should be good unless you run into reflections. Moving objects and reflections are tough on tracking
When I turn on optical center and radial distortion, there is a slight change in proportion or creep in my image. What is the reason for this? "I only use the Focal length and the others cause problems in the image"
The optical center and radial distortion calculates lens distortion of your lens. It's a necessary part of camera tracking as without it, the edges of frame will look like they're not tracked correctly. It'll warp the footage for you in the compositing tab and viewport back ground image. We just have to switch the mode to the render layers and then turn it to distort so that the footage is untouched and just our cg is distorting. Hope that makes sense and clears up the confusion.

That's odd that motion blur is bad for a feature that... tracks motion haha. I would have thought that would enhance the accuracy hugely.

Very misleading title, this is neither for 360 footage nor is it in any way unique or new info
I see the confusion so I will update the title to clear things up. This is for camera movement that is 360 degrees around a scene.
