20-Year-Old Arrested for SECOND DWI in Ocean Township, NJ

- Around 11:25 PM on April 14, 2024, Patrolman Quinn Schulhafer with the Township of Ocean Police Department observed a black 2015 Jeep Grand Cherokee driving at a high rate of speed and drifting over the white fog line near the Asbury Circle. He started to follow the vehicle and activated his emergency lights to initiate a traffic stop. The driver pulled over inside the BP gas station located at 2415 SR-66 Patrolman Quinn proceeded to make contact with the driver of the Jeep, who was identified as 20-year-old Suzanna Ruiz-Rojas.
Patrolman Quinn asked Suzanna where she was coming from and whether she had been drinking. Suzanna told the officer that she was heading home from a friend’s house and admitted to having 2 drinks before operating a motor vehicle. As he was speaking with her, he detected the odor of alcohol and noticed that her hand movements were slow and fumbling. A search of her motor vehicle records indicated that she had previously been arrested for DWI in 2023. Based on his suspicion of impairment, Patrolman Quinn asked Suzanne to perform field sobriety exercises after running her information through the system.
Patrolman Quinn started with the Horizontal Gaze Nystagmus (HGN) test, and he observed the lack of smooth pursuit, distinct and sustained nystagmus at maximum deviation in both eyes, along with the onset of nystagmus prior to 45 degrees in the left eye. The second field sobriety exercise was the Walk and Turn test. During the Walk and Turn test, Suzanna did not touch heel-to-toe on each step and turned improperly. The last field sobriety exercise was the One Leg Stand test. During this exercise, Suzanna failed to raise her foot in the proper fashion and used her arms for balance.
Based on her erratic driving, the odor of alcohol, her admission to consuming alcohol, and her inability to adequately complete the field sobriety exercises, Patrolman Quinn placed Suzanna under arrest for driving under the influence. A search of the vehicle incident to arrest yielded open containers of Modelo beer, which were emptied and discarded in the garbage can at the gas station. Her vehicle was impounded for a mandatory 12-hour hold under John’s Law and Suzanna was transported to the Township of Ocean Police Department for further processing. At police HQ, Patrolman Quinn read the Standard Statement for Motor Vehicle Operators to Suzanna, and she agreed to submit breath samples. Her Alcotest results indicated a BAC of 0.10%, which was 5 times the legal limit of 0.02% for drivers under the age of 21.
Once the officers were finished with processing Suzanna, she was released a sober adult after they signed the Potential Liability Warning form on her behalf. Patrolman Quinn issued her the following summonses: Operating under the influence, reckless driving, careless driving, traffic on marked lanes, and open container of alcohol

Second DWI at age 20??? Penalty should be stiffer. This female obviously has not learned her lesson from the 1st DWI. I wish the law will consider stiffer penalties for DWI. Most if not all think DWI is not to be taken seriously. Many innocent victims suffer. So unfair & it is not right. Indeed, this female is an alcoholic. Sad, so young at that!
From the many DWI Videos on YT, the cops mostly downplay it straight out the gate! They should be pointing out that deaths result from such carelessness… & prosecutors should make time spent in morgues, going throughout the whole process, a mandatory part of someone’s sentence from getting charged with a DWI! Oh she definitely is one already. Unfortunately she either has no idea, or is in very strong denial about it. One of these days she will get a big wake up call- I just hope that no one has to lose their life over it.

@@skyeblue5669 1. Most likely she was driving without a license because it was suspended for the first DUI offense. 2. You are only required to wear glasses when driving if it affects your driving ability. If she is correct and she is farsighted, she would not need to wear glasses for driving. I wonder if we will eventually get to see her first DUI arrest. It would be interesting to know what the outcome of that was. What ever happens with this one, she will absolutely not get jail time. She will also not get a sweet a deal as she got the first time. Based on other cases, she will probably get suspended for 2 years.

She was a sweet gal but getting her second due before 21 is alarming even tho her bac wasn’t extreme,she was still impaired. Plus she does apologize a lot. That was me, actually when I was younger. I never wanted to upset anyone or do anything wrong, so I was never truly at peace. That may be why she drinks too much. I sure hope she gets some help.

@@VictoriaMarch13 You aren’t soliciting my opinion obviously, but just wanted to chime in that you might like psychotherapy (especially is you’re truly motivated to change), which could help you better understand yourself, and the motives and impulses that cause you to behave in this manner. I also have the same issue, and while it will probably always be my default, particularly in very stressful situations, therapy has been enlightening as it made me understand some of the unhealthy ways my family of origin (and frankly abusing parenting) influenced this dynamic in me. 🙂

It’s amazing how many people drive around with no license no insurance or no registration. I must be crazy, but I kind of thought you were supposed to have all that on you.

When the officer👮♂️said"Your'e under arrest",I was like"Awwww😟"because she's sweet and seems like a good kid,driving her Mom's car🚘.
My First Sergeant in the army used to tell us "If you get arrested I'll come to the jail but it might be a day or more, so if you find yourself locked up with others the best advice I can give you is, establish dominance early...😂

I live in the area and it's kind of a tricky spot that he's referring to. It's a two lane highway that turns into a solid white for maybe 100 feet. Probably 95% of all cars cross that line. The cops sit there and pull people over all day for it.

Yes, it's a law in NJ called John's Law. It was instituted due to a past case where a drunk driver was allowed access to their vehicle shortly after their release (while still intoxicated) and killed someone.

Don't ever agree to do FSTs
FST's are NEVER for the benefit of the driver - EVER! They are literally only to use against the driver - they should not perform ANY test except the breath test at the station. They should not talk either - only with a lawyer.

There should be public service announcements advising that drivers need to carry their license when operating a vehicle. In over 50 years of driving, I only drove without my license once because it was in a jacket pocket and I didn't wear that jacket to work; man did I freak out and drive ever so carefully on my way home.
Police need to make up their minds… They say both, ‘it isn’t a test & it is a test’. No secret that police lie but… come on?!
Videos of people doing these tests are tedious. Post them with the actual taking of the tests, edited out.

I don’t get this, 2nd DWI and not even legally allowed to drink and it’s a big joke. Just give her another tix to do it again tomorrow, imagine the party when she turns 21 and can drink legally 👍. Maybe a couple days of jail after the first one would’ve made her think about doing it again but now a second dwi with only a tix she has no reason to stop doing it. People are so stupid. Don’t ever admit to ANY alcohol use. Refuse the field sobriety test. It’s not to see if you’re safe to drive. It’s merely to gain evidence against you. Don’t answer any questions or converse. It doesn’t matter where you’re coming from, where you’re going, or what you’ve been doing. Take the arrest and let an attorney sort it out. Innocent until proven guilty. Don’t incriminate yourself.

These officers have too much patience for people like this. I thought there’s a stricter penalty for not having a license physically on you when driving. And for DWI is not strict enough.
My state just passed a law that after one DUI you must install a breathalyzer starting system in your car
Nah, people deserve second chances. You can't know if a girl is blacked out drunk because some arsehole guy spiked her drink, and when you are young you often have bad judgement, that gets worse if you drink. Furthermore a majority of people experiment with alcohol and drugs at this age, there is a lot of societal and peer pressure, very hard to resist. That's why we don't ruin people's lives over one or two mistakes
We don't have to keep our physical ID on us in my state. They'll look it up with no penalty
