Ok I already have laminate that water got in the seams and raised the particle board underneath. How would I resolve the raised part before putting a new sheet of laminate over it? Yours looks very nice .
You can go over old laminate. Make sure to rough up the old surfaces really well (sand) and there should be no problem. Do the edge banding first and then the top. Be careful when trimming around the edge or you get the problem they had (shown in the video @ 3:40). You'll notice where the trimmer blades took some of the finish off of the edge banding. You can also use long wooden dowels instead of the metal rods. Very important to let the adhesive on both surfaces sit for awhile and are slightly tacky (10 min. at least or according to the manufacturer of the adhesives instructions), the adhesive will then be just tacky enough to where the wooden dowels won't stick when pulled out. Don't forget to use a roller on the laminate as it really helps both surfaces to bond. Hope that helps.
