People or organizations were restricted from cortosis mining and if they found some on accident they would have to immediately contact the Jedi council to hand it over to them.

Cortosis ore shorts out lightsabers and causes a feedback, it's been in the EU for decades. It's super brittle and rare, so it's ONLY function is as an anti-Jedi/Lightsaber ... additive. cortosis was used as armor in the old republic yes, the headbutt maybe makes some kind of sense if he hit the hilt or whatever but he doesn't wear anything on his elbow, what was that about? The problem is this looks like shit not the properties of that ore. Since it was supposedly not effective after a couple times you wouldn't be risking getting your had or head cut off but it could possibly save you so no this looks clownish...
Thing is why isn't Vaders suit made out of this with Beskar. NFW would Luke be able to cut his hand off. Pretty sure the number 2 of the Empire could aquire both assets?

The whole point of the Sith they play a cat and mouse game until the apprentice is strong enough to take out the master. Vader will not just rest on his laurels as a number 2 of a far reaching galactic empire.

In the old republic they used to ass produce it and use it in everything during Bane's era, if I am not mistaken he was actually living and working in one of those factories.

@@PrivateCitizen84 IIRC Palpatine intentionally kept Vader weakened. So I don't imagine he would make his apprentice a set of lightsaber proof armor.
