It’s a gate within the levee & storm surge protection system for New Orleans. It’s an effort to prevent another Katrina like flood resulting from a hurricane storm surge. Actually the last place you want to be is on the Delacroix side of those gates when they are closed. In fact the Katrina Memorial for the people that perished during Katrina in St Bernard’s Parish is located outside/on the wrong side of the gates.
