I believe this to be that she needs to keep up her tough attitude so people don't see her as weak. Also, Hiyoko doesn’t actually realize that this also can push away potential friends. Doesn’t really justify her actions, but just a little info on why she’s a brat.
And even because of bullying too where she says "there the type of people who will put mice in your bed put pins in kids shoes and drop your stage lights on you on purpose" So she doesn't want to be weak and picked on so like you said she uses her insults to avoid it

I thought she was going to be that innocent loli type and when I realized she wasn’t, that made me love her even more. And when she would drop insults at her classmates, I always thought “She’s probably doing this for a reason” and I was right.
Poor Hiyoko. Everyone either has to be above her or below her on the hierarchy scale because that's what she grew up being taught. I think that's why I find her relationship with Mahiru so heartwarming, because she finally sees someone as an equal, not someone who has control over her or someone she has to have control over.
i'm almost sure she's well aware of how rude and unlikable she is, but her insults and calling every man a pervert are just waysof protection in her eyes- considering the field she works in, i'm positive that some things have happened to her to make her think that she needs to defend herself via insults, making people want to stay away from her as a tactic to protect herself. and to be fair, it's working too. the reason she targets mikan so much is because she's weak, and seeing as hiyoko herself worked so hard to become so unlikable and to defend herself from all of the perverts- and then watching mikan go into extremely erotic and vulnerable poses and getting even a bit of praise for it, watching her be so likable like that it all just goes against her ideals of the way she has to purposely keep everything in that sort of area away. mahiru is the first and only person who reached out to her, and even probably her first or one of her first friends. she just doesn't know how to act when people do reach out to her, being afraid and not able to trust them.

People give her such a hard time for being horrible to everyone, while giving other characters like Byakuya and Kokichi, the easy way out. Her backstory especially explains the way she acts like this. Even though it doesn’t justify her bullying, I think it is the least worst thing a person has done in this game compared to the others. I also am not a fan of Mikan, hate me if you want.
