Joseph Edstrøm it’s not so much the actual UCI rules but rather the unwritten rules not to attack the GC leader when they crash or have a mechanical. In this case it was just a main GC contender looking after another. Which was not required but it’s a gentleman thing to do and make this sport wonderful to watch. Like others have said Quintana did not want to press on but Merida put on the pressure and he has to follow to not loose time to other GC contenders.

I think 4 seconds. But there is another reason that doesnt involve cheating. It pertains to the safety of the other riders. They want to make sure the bottle is in the hands firmly. A dropped full water bottle can and has caused riders that ran over it to crash. So the rider getting the bottle has to make sure he has a firm grip before the guy giving him the bottle can let go.
The coat had nothing to do with Sagan crashing. That got picked up by the guy behind; probably because a spectator was shocked about the crash and dropped it.
It is easier to ride on the side of the road because it is relatively flat, riding on the road with all those bumps is is not efficient, pleasant or otherwise. It's just faster, of course it comes with the risk of crashing because of the fences or idiots in the crowd.
That's the wrong question. The right one would be why are spectators hanging their coats on the inside of the barriers? It's not like they don't know riders pass close to the side of the road... Cycling has the worst fans in sports.

Dumoulin was a real gentleman!!!, that kind of person/atleth are very rare, sometimes education or family values are a factor, there are many many excuses for not to do the right thing.

How long can the car pull the rider along pretending to grab the bottle before it's considered cheating?
I know little about cycling but even I noticed that bogus bottle exchange.
I read it in some vids it says 8 seconds and it is not cheating because you can hold on to that for 8 sec
