The only other person Talion have contact with now would be the Witch King. They talked when Talion arrive to claim the fortress, the Witch King trying to convince Talion to join their rank. At the end when Talion finally fell, he was the one who stepped up and tell him it is over. So these whispers are just the middle part of their entire conversation.

No, it's not Celebrimbor's voice. Tyelpe became one with Mairon/Sauron. Although, Isildur's wrath was somehow either released or trapped in Barad-Dûr. It's the Witch-King, who is talking. Remember in Act III, there is a video, with Shelob talking, where we see Talion becoming one of them, with Witch-King welcoming him. Remember this line, too: "Your fate was my fate.
