Captain America's "Power Level" is probably the most dynamic of all the MCU heroes. He can struggle against a normal fighter but then go toe to toe with a god tier enemy. You'll have to suspend your disbelief a bit in that regard.
I let a lot of that go because to assemble this much power from varying world structures; there are too many built-in inconsistencies to try and make it all make comprehensive sense. On that particular issue. It is enough for me to think that Steve probably has a life long journey of recognizing his own full potential in small strides...all while still feeling like just a normal dude deep down inside

According to the book if you were to digitize the memory of a 70 year old adult it would be less than 100 megabytes. Our brains pretty much just save the things we think are significant at the time. That's why memory can be so unreliable, because our brains tend to just make details up when we are trying to remember something. At any rate, it makes the memory requirement for Zola's mind seem a bit more believable at least
