Dr. Strange is the "END ALL" in the 60s & 70s comics. They nerf'd him BIG time for the movies. They had to or else there is no point in the movies because Dr. Strange and Wanda can literally write their own destiny! Defenders handle NYC threats, Avengers handle world level stuff and Dr. Strange, the sorcerer supreme!!! ..... he deals with the multiversal/for all time/everything everywhere on red alert, we don't know what we don't know level stuff.
You should learn by now that they barely based the movies off of the comics. They took A LOT of liberties. Taskmaster and Ghost were turned into women. Ego is Star-Lord's dad(which is wrong). Quicksilver and Scarlet Witch are not mutants.
There is an actual story explanation why these sorcerers have never shown up before with all the other catastrophes. The Time Stone allowed the Ancient One to see into the future to see that she did not need to meaningfully intervene, that each of these events would work out fine. (A later movie will show that she was taking part discretely here and there but was able to hang back for the most part and let our heroes save the day). Unfortunately now she has died in this movie, and so from this point, sorcerers will start showing up more.

So in retrospect, the Avengers can handle that, the Sorcerers have bigger things to deal with. lol ranked 1-10 as far as outside threats, the Chitauri are about a 2 MAYBE a 3 or 4 WITH Loki as he is atm, Dormammu's like a 7 or 8 type of threat.
Where Thor introduced magic to a degree, Doctor Strange dives deeper into the world of magic and the occult within the MCU. Also when he gets the call in his car and the medical cases are being shown to him, one of them is Rhodey's spinal injury.

I liked it for various reasons. I knew what the X-Men were as a kid and Strange was featured in that. I think he was inspired by Johnny Tremain by Esther Forbes which was one of my favorite novels as a child. I love the character idea at any rate of an egotist humbled by becoming hobbled. I also love the huge concepts in it and I thought they did well here fleshing them out. Then add the cast who are great imo. The questions you posed will be answered later and then you'll understand why they weren't addressed now (would give away later plot points if that was done).
I remember when the trailer for the movie came out, so many people were mad the Ancient One didn't look like in the comics. In comics she was a he and a steretypical super old asian guy. Obviously they did away with that to make it more modern. And I think Tilda did an amazing job as the Ancient One. Heck the whole cast is amazing. Strange is pretty much tied near the top of my fav MCU heroes. Though comedy wise AntMan and the Guardians are at the top.

"Civil War" is one of the best action-y comic book movies, has great hero involvement, and has a fantastically-deep story that directly effects the Avengers as a team and the future of the MCU. To answer your question about where were they during the big events in the MCU. You will find its a common theme sometimes. Best answer is its just for writing purposes. Sometimes they will answer where someone was, other times they won't. As for this movie, its a bit complicated. There will be a mention of where he was during the battle of NY in a later movie. General we are told though this movies takes place after Winter Soldier, but before the Thor Ragnorak movie. Though during Winter Soldier you do see Stranges name on a list that Hyrda was after. But this was mainly just to tease Strange would be a upcoming hero. It's kinda confusing as they try to keep the MCU movies in a certain order but there are times when somethings don't add up right. Just best to think of the timeline of the movies as a "loose" order of one after another. But also remember whatever year a movie came out, so this in 2016, it means the MCU time was always about a year ahead. Thus this movie more or less was actually taking place in 2017. Again, its confusing. lol

What the sorcerers deal with other issues and since they were not needed for any story prior you just dont know it yet. Yes they're nerfed heavily but it's not just Thor and Hulk... it's most of the really powerful characters. Dr Strange, Ego, Loki, Odin, Hela and most of all... Thanos. Meanwhile the lower-power characters mostly got boosted- Captain America and Black Panther were elevated from peak human to superhuman, Falcon was given bulletproof metal wings and a high-tech drone with powerful military ordinance. The MCU flattened the power curve- moving most charactsrs away from the extreme high and low ends and closer to the middle (which was ideal for cinematic purposes)
In the comics, Dr. Strange is pretty broken and for a long while he was easily the strongest of the marvel heroes. Each era of the comics struggles with how to handle him, how strong he should be, all because he is so broken.
Strong or powerful? Doctor Strange is an Omega level, so top tier. However, Wanda Maximoff is way more powerful believe it or not. And what will blow your mind even more is there is someone even stronger then both of the combined, and said character is from the X-Men. Officially, Strange is too busy to deal with "ordinary" villains. In practice, Strange costs so much in CGI, Marvel had to calm down with him.

Yes they're nerfed heavily but it's not just Thor and Hulk... it's most of the really powerful characters. Dr Strange, Ego, Loki, Odin, Hela and most of all... Thanos. Meanwhile the lower-power characters mostly got boosted- Captain America and Black Panther were elevated from peak human to superhuman, Falcon was given bulletproof metal wings and a high-tech drone with powerful military ordinance. The MCU flattened the power curve- moving most charactsrs away from the extreme high and low ends and closer to the middle (which was ideal for cinematic purposes)
In the comics, Dr. Strange is pretty broken and for a long while he was easily the strongest of the marvel heroes. Each era of the comics struggles with how to handle him, how strong he should be, all because he is so broken.

Strong or powerful? Doctor Strange is an Omega level, so top tier. However, Wanda Maximoff is way more powerful believe it or not. And what will blow your mind even more is there is someone even stronger then both of the combined, and said character is from the X-Men.

The Marvel movie version of Strange is weaker than the comic one.... but still "strong"
here's an idea, stop thinking and enjoy the movie lol @4:30 and no Dr. Strange is not the strongest, not even close. Wanda is the strongest in the MCU currently. Strange/Vision would be 2nd, Thor would be 3rd, Hulk would be 4th. Then i would say it's a 3-way tie between Spider-Man/Black Panther/Ant-Man actually. Cumberbatch is from the UK.
If they really did Moon Knight well, you'd really see something amazing. But unfortunately, it has been neutered and Disneyfied for mass consumption.
