I have a better solution for this. "Offset" - you only need the original video, add that, make also the box BUT on the thing you need to remove and you shift the same video content that is in the box.

This didn't work for me. The only difference I can see is that your source patching for V1, V2, and V3 (leftmost indicators) were instantly active when you created your sequence, but for me, only V1 is active in that column. I don't know much about that, so I don't know if that's the reason it doesn't work for me, or how to change it.
This is a wonderful video! For those who are asking about what happens when the X/Y axis moves the entire frame of the duplicate layer - you want this! The duplicate layer must move, as you are using a portion of it to cover the main layer, the one underneath. Make sure that both of your layers are visible (the little eye is on for both) and then you will clearly be able to see what is happening.

so i did this and it worked great masked path and it looks great but when i add a video transition i get a stutter second at the beginning of the clip where the mask doesnt work then snaps to and works for the duration of the clip
But I want to know that when my video is zooming in on some specific spot, the MASK is also moving with it. How can I stop the mask from moving alongside while my recorded video is zooming in after a couple of seconds .... ?
You can try nesting both layers into one so that they move together in tandem. If the zoom was done practically in camera, this might be a job better suited for after effects. You can try setting keyframes however, inside premiere. Adjust the scale and position each frame. Hope this helps!
