The zig zag lines just mark out that there is an approach to a traffic signal. Whist in this area you must not park or overtake the lead vehicle. There is no cycle lane marking here. The cyclist commits two offences riding through two separate traffic signals. Traffic signals in the UK apply to all road users.
As a former year-round cyclist in the winter country of Norway, I know from experience that this is unproblematic. A cyclist has both a good overview and can HEAR if other traffic is coming. Would you rather have the cyclist stop in front of the car so that you have to wait for the cyclist to start moving again or do you want the traffic to be smooth with cyclists weaving into free "pockets" in the traffic? BTW: I currently drive a car and have NO PROBLEM with cyclists being agile in traffic. But if they throw themselves in front of other crossing traffic or drive without regard for pedestrians, it is problematic. However, this video was a great example of how it should be done!

They can’t have it both ways. They complain if a car drives too close to them, then ride through a red light. You don’t get to pick and choose which laws you want to obey.
And being a cyclist, there is zero comeuppance.
It would be news if a cyclist stopped at a red light. This is normal.
Cyclists need to start been held accountable for their actions .reg plates and insurance should be mandatory
Registration and insurance are required for cars too, and indeed a drivers licence, but it doesn't stop people driving like dicks.
