I think that's the way to go for any color on the root (tap, smudge, melt, etc.). I've seen some stylists who prefer to do it on dry hair and they say it will last longer that way. But if your hair is very porous, like the ends have been lightened multiple times, then you may get a better, more even result on damp, towel dried hair.
Because the "level 8" was actually a 7, so there wasn't enough pigment in the toner to affect it. It performed as expected on the "9" because it was an actual 8.

This brand works good for that too. Whatever level you get , tone 1 shade darker with opposite color to neutralize. So if you have a level orange base, than tone with a toner that is level 7 with blue

The procedure u do and how long u leave it on , depends on the desired result and person’s hair . If u need the most color saturation , dry may be needed, for the full amount of processing time. but that’s not always the best thing to do depending on the results, shade you are trying to achieve.
I've bought a handful of different shades eq toners on both, and Amazon's ones tend to be expired and weirdly dark. Ebay has proven to be the best route for me, but I'm sure there are some expired batches on there too.
You contradicted yourself at 0:58. You said tone hair according to the level your hair is at or 'Lift' it which is wrong as Toners do not lift, but you followed with suggestion that you tone lower than the level you're at which it correct.
All of these are pulling to much orange to be at a level 9 at all. Level 9 is yellow level to is pale yellow like the inside of a banana peel. Orange take sometimes 3 applications of lightening to get out of the orange. So because you toned at the real levels of 6 and 7 ( orange and yellow orange) smh you will pull warmth even in toning. So level 8 which is yellow orange won’t look toned for a level 8 because you are actually at a level 6 or7 on this video. It’s not accurate until you get to a level 8 or 9 to see True Tone color

I think they are similar but not the same

WISHED this was on ORANGE HAIR -- need a Demi-Perm series on color correcting!

The level 8 swatches look like they weren't toned at all.
looked like Lvl 9 wins. level 8 still looks red/ orange and too similar even like the original.

For a fuller coverage Try to tone 1 level lower than lifted level . But if u tone to same lifted level , it will make some of a difference
