This song appears in the mission "Fresnal St. Station", during exploration.
At around 5:23, the song changes to that heard in game's Main Menu.
It's essentially 'Ambient', with a piano. The one that starts at 5:23 adds explicitive beats and is shorter.
Made by Eric Brosius, the same person who did songs, music and ambient for Thief, Thief II, Thief Deadly Shadows, System Shock 2 and various more.
Ambient songs are generally longer with a more obvious 'loop' sound to it.
