Sure, IF signing Juan Soto prevents them from spending elsewhere. The thing that many people don’t understand is Steve Cohen doesn’t care and will continue to spend.
Honestly, it’s not true. You could get in this market Pete Alonso 30 million & barely a 4th starter. The Mets really need an ace which is going to cost 35 million plus. They again have a series of #4 & 5 starters & several 4th Outfielders which if they want Soto doesn’t scream “we want to win!” They got rid of a good chunk of $ but they lost a lot of players. If they want to compete as much as I love stearns, he needs to be making bigger moves. Stearns squeezed every bit of the team he had last year in theory to go big this year. But the Mets need Alonso, an Ace & Soto or that kind of run production & a pitcher who is going to carry the team & more to start the climb towards being perennial World Series contenders. Those don’t come from these high ceiling project guys who have potential, unless they are surrounded by proven winners & get real help from their pipeline, but that will require once again busting through that 297 mil mark & I’m not sure stearns or Cohen have the appetite to do so, imho.

There are also other things that players can technically do to lower the chances they get traded, though it's exceedingly rare. For example, in an unprecedented move last year Garrett Crochet basically milled his trade market last year by making it public that he'd refuse to pitch more innings, and in the playoffs for any team that traded for him, in order to preserve his health.
