Probably he is more confident to use that voice now, and this is the prove that if he wants, he can sing with raspy voice songs like this or similar. Axl is a very different case compared to Bon Jovi or Robert Plant, I think he doesn't give 100% of his voice to prevent problems, and it's a good thing if he wants to sing for the next 10 or 15 years.
