FYI to unlock Kit Fowler you only need 1 Opinion Polls if you have a carrier. You can sell it to your own bartender, and then buy it back 10 times, much faster than farming them.
D2EA is very calm about just sauntering into a civilian habitat with a plasma shotgun. "Just walk in here, kill these people" *blows away NPC at point blank range*
Important tip: Even if the system is in anarchy, if the settlement belongs to a faction that is legit, you'll get a bounty so beware. Always check with Inara or other sources to be sure that the settlement is also governed by an anarchy faction. o7
@@Jacklul I know that but as Astro said, if too many people go there, they will shut down and he said to found your own system, cause it's better, less hassle and less chance to degrade the states over next server tick. :)
I know this video is old but I noticed that opinion polls are found in tourist settlements such as "Shou Xing- Huang's Quest", which is an anarchy system at the time I'm posting this I believe. :) And, Yes, Frontier reduced it to 10.
You should really make a mention of all the data that can be found at habitation ports that you may find useful. People are going to grind opinion polls then realize they should have been gathering a few other types of data like the 25 Multimedia Entertainment, Classic Entertainment and Cat media you need to get for Wellington Beck or the 15 Financial Projections you need for another engineer. All these can be found at habitation data ports.
Just FYI what he was talking about @3:30 with the settlements. The system he used, Fullerene C60 the settlements have been raided too much and are shut down. Power centers are offline and all the NPCs are dead. You can still go there, but it's going to make the grind just *that* much longer, as you'll have to first have a Power Regulator in your inventory, then go down to the power station put the regulator in, then boot the reactor back up. THEN go back and go through all the habs and check to see if they have opinion polls, then finally, go back to the power plant, shut down the core, wait the 3 minutes it takes to shut down, remove your power regulator, then go back to your ship, leave and enter supercruise, then go back and land again and do that all over. I guess some of these people doing weird ass roleplay not wanting to kill these NPCs can do it this way, but you're just making it harder on yourself by a factor of 10.
3:36 So here's a thing.....I went to eddb and looked for a system with only two criteria; Anarchy and tourism. And Fullerene C60 is the only one that came up with settlements -.-
It easier and safer to scan people from the roof of the bar. If the guard try to scan you while you have a stolen profile, simply wipe it with ALT menu and steal it again from the roof You can also scan every data ports without killing its occupant or triggering the alarm. Simply crouch toward data port while they are looking at another way; 9 out of 10 you won't get spotted, and even if you are spotted they will not open fire immediate unless you have a weapon drawn. If you are spotted, quickly start your download and then run right behind the restricted area line. That way you can wait for downloads to complete without making NPC angry. I found this method faster since you don't have to spend time killing useless guards and tourists Alternately, you can simply murder every guards and Vulture dropped reinforcement (2x) with missile and flechette launcher, but that is much slower way.
Why would I want to unlock Kit Fowler at this time? All the mods are available from either Jude Navarro or Uma Laszlo which appears to be easier unlocks. The unlock of Yarden Bond that Fowler refers you to can't be done yet, because there appears to be no Smear Campaigns in the game yet. All this tourist murdering doesn't feel right either so I'll pass on this method.
NPC Life maters!! I don't like murdering innocent NPCs vacationers just to get their opinions on the vacation spot. Why can't I just ask them for their opinion?
I had the same thought. I honestly feel bad killing NPCs that don't aggro unless you pull something. Pretty sure it's doable if you try stealth and maybe have a grade 5 Dominator and use shield projectors if you need to. That's how I'm gonna try my farming when I get around to this.
@@maximilianyuen The correct word would be a trespasser, and no, I would not try to instantly murder a trespasser. Who does that is a murderer and goes to jail in most countries. 2-3 polls PER HOUR doing mindless farming...good grief....thats 10h+ of FDev prefered gameplay right there. I feel sorry for all the UA-camrs who have to do this to keep people watching thier channels.
Not if the controlling faction is in Anarchy- that is one reason you pick Anarchy. And it needs to be the settlement not (just) the system that is in Anarchy. Anarchy also means that if you are killed you spawn in your ship not at some far-flung prison planet.
Yeah...suggesting a weapon mod that's only accesable AFTER you unlocked Kitt Fowler! Yarden Bond is the engineer after Kit and only she has "Audio Masking" ...which is outdoors sound dampening.
Maybe. I've had way better results in low security settlement. Found 2 in 5 runs. It was the 6 data ports tourism anarchy in boom state. I'm not sure if the govt and state matter all that much, but I think security does.
I've not unlocked Kit Fowler yet but I would assume you could sell them one by one. However, you only need 10 opinion polls now and you're not likely to fill your backpack's data quota anytime soon so just to be cautious I would save them and sell them all at the same time.
Worth mentioning that this was/is absolutely ruinous for Anarchy player factions who've basically been scrambling since Odyssey launched trying to offset the damage done by these methods. Not that it's your fault - trying to optimise a path through the absurd grindwalls Elite presents is fair game, it's just annoying that so much Odyssey content incentivises stamping out one government type.
came here because i figured why not unlock the suit engineers. after seeing this farming loop i will simply ignore this gameplay. i now consider space legs a complete waste of time
Use 3rd party tool to identify stuff, go to base hope you get what your after, take off, super cruise, land ALL to GET AROUND the game play and do this not once or twice...no more like 30 to 40 times... got it... what a joke Elite has become, and it will never get better because people are actually willing to put up with it... it's really, really sad.
Easier with audio masking but you need to engineer at least 1 weapon...and that's it ! Oh sh..t you need opinion polls, and settlement defense plan and campain and a ton of bullshit before... Well i'm done.😊
NOTE!! Frontier has reduced the requirement from 40 to 20 Opinion Polls

Wrong, I have been there all day, everything is online, nothing whatsoever is shut down or powered off. And I am still yet to receive 1 opinion Poll.

I'm honestly going to try the non-lethal sneaking route, because I've pulled off heist missions that way, so this must be doable.
It is faster using a maverick to break in and then just scan in the first habitat.
Quick question- will we pick up any bounties for doing this that will prevent us from farming the same base again?
