Indra is a king of Devalokha/Heaven (demi gods Relm). We are in the 7 th lokha called bhulokha (earthly plane which includes the land of earth and other lands with mount Meru or Mount Sumeru as the central structure)

05 Svar-loka *(aka Deva Lokha usually called heaven)

07 Bhu-loka (human realm)
08 Atala-loka
09 Vitala-loka
10 Sutala-loka
11 Talatala-loka
12 Mahatala-loka
13 Rasatala-loka
14 Patala-loka (usually called as hell)
*Svarga Loka is a set of heavenly worlds located on and above Mt. Meru where the righteous live in paradise before their next incarnation. During each pralaya (the great dissolution or flood), the first three realms, Bhu loka (Earth), Bhuvar loka and Swarga loka are destroyed. Below the seven upper realms lie seven lower realms, of Patala, the underworld and netherworld
Svarga is seen as a transitory place for righteous souls who have performed good deeds in their lives but are not yet ready to attain moksha (the realisation of oneness with the divine (Brahman) or where the duality cease to exists).
The capital of Svarga is Amaravati and its entrance is guarded by Airavata (the white elephant of Indra). Svarga is presided over by Indra, the leader of the devas.
