The exact same thing happened to me in 2002 in Loveland. That this is still happening in Loveland is very disturbing. My charges were dismissed by the da. But what a nightmare.
The clean breath/blood tests proved that the cop was (at best) mistaken or (at worst) lying when he claimed to smell "an overwhelming odor of alcohol".
Make the cops pay for these lawsuits out of their own pockets. Get rid of "awards" given to cops (by MADD for example) based on the number of DUI arrests. Convictions, maybe. Not just arrests, clearly opens up the system to abuse by cops.
Loveland police department is as bad as it gets. Why wasn't the officer charged with false arrest and kidnapping.
Because the Chief and the Prosecutor are corrupt and criminally influenced.

Lying. It is what they do best. I speak from personal experience.
Whether it was intentional or accidental, the end result was the same - *the cop was wrong and an innocent person paid the price.*
