All stealing is punishable by the law, but they made a bracket of various degrees of stealing, from petty theft to grand larceny, as to not be cruel and unusual for stealing a snickers and treating it like 1st degree murder.
However 1000$ is too high to be considered bail or jail time at its crossing. Personally I’d think 150$ and below would fall under the same stipulations they have for the 1000$.
But my guess for why the law was made this way is because the county jails can’t or won’t hold beyond their max capacity and they don’t want to spend money expanding it so they lowered the standard to dealing with criminals at the city expense

Same in Toronto Canada. A friend of mine owns a dollar store. He gets theft all day. He was told by police NOT TO CALL THE POLICE FOR THEFT, I couldn’t believe it. He had to literally tackle a guy who was filling bags off the shelves and then walked out. He literally had to jump on the guys back to rip the bags out of his hands. If we can’t rely on the police we need to go rogue and take care of the criminals ourselves, just risk it. Deal with it first and consequences second.
Yep, my hometown has gone to hell again. They let the wrong people in & too many of them. The police are being hobbled by the worst judges in our nation's history. The only thing we can do is, do our part. If you see someone dispensing justice, however over the top or unsettling, lie to police & the courts to ensure those dispensing justice are free to do it again. People have to get organized & work together, but they also have to stop the "but we can't use violence, it's just not the way" cop-out & grow a spine. Sometimes, it simply is the way & it takes us too long to realize it.
