Like they could’ve turned fixed razar, fish face, tiger claw, bebop, rocksteady, cyborg cockroach, newtralizer. And cure some friends like the chimp, Piegan Pete, and even on slash so ralph can have spike back and splinter when they had the chance to make him human again.

Shredder's henchmen should've turned, even though I'm quite curious of what would happen if Bradford got exposed to retromutagen due to his double mutation, I felt like it would've worked on Shredder if it was injected inside of him with super retromutagen, Karai is entirely immune because of retromutagen being mixed with serpent DNA and Mutagen hence Karai's shape shifting so technically she only had a half mutation
If one drop is enough to cure someone. Then why didn't they use the retro-mutagen sparingly. Donnie could've used one single drop to turn Splinter back, and the rest on Kirby.

It was a shame that Retro-Mutagen was used very few times in TMNT (2012), I would have liked the Turtles to use more retro-mutagens to turn Rahzar, Fishface and Tiger Claw back into humans, since it would be easier to defeat them and send them to prison, and they could also cure the mutations of Dr. Rockwell, Sir Malachi and Timothy with Retro-Mutagen.
Because number 1. Super shredder given an extra injection of a special super mutagen. Number 2. Donnie had anticipated that so he originally had 2 retro mutagen light bulbs but Mikey had threw one at Baxter stockman so it didn’t really do much.
The reason why they didn’t cure splinter, because Splinter decided that his days of being a human are over and they just chose not to cure bebop and rocksteady
