This is the moral dilemma of being a hero in any setting that interacts with vicious, merciless creatures like the Goblin. Hero's like Spidey must believe that good exists in all places and all people, especially the bad guys they fight. If a hero went around killing every villain they encountered, then they would be no better. Even old batman in the comic book "The Dark Knight Returns" says that he won't kill because "even scum have families." Then this happens. Because the Hero is so tied to their morality and compassion, it leaves the worst villains an opening. A chink in the armor. By exposing your greatest strength you also expose your greatest vulnerability. Peter is young here, and doesn't yet grasp the idea of helping at a distance. He allows the worst villain he has ever encountered a chance to get close, to play on Peter's compassion and desire to help the bad guys in order to strike the worst blow he will ever take as Spider-Man. Because he chose to believe that everyone has the potential for good, he let his guard down and it got the person he loved the most killed. It will forever be his fault that May died. But, Norman also has a family. Norman has a son, Norman has a sense of compassion (even if it is clouded in no small amount of narcissism). It wasn't Norman's fault that the Goblin was born, he was just a desperate man at his wits end. If Peter kills Norman, then he enacts the same trauma he experienced losing May onto Harry Osborne. If you watched the O.G. Spider-Man movies, you know that Norman's death DESTROYS Harry. No good person, no good hero, would ever wish to cause that kind of unforgivable pain for someone else. All justifications aside, you would still be killing a person that is capable of love, capable of having a family. This is the tragedy of being a hero. You open yourself to the worst horror imaginable because you believe that everyone is capable of good, that people aren't the sum of their actions.
