Most of the time wrist locks are allowed in BJJ. There may be special circumstances or specific rulesets where they are not. Generally, BJJ is good about simulating combat pretty closely -- only a few things are not allowed and wristlocks usually are.

You can now with SJJIF rules which a lot of the competitions are now under. I like SJJIF better than IBJJF by a long shot haha!
