I am going to do a Let's Play of Railway Empire because I was in the mood for some trains.

13:35. In short cabooses were used by locomotive crews. A place to eat, to rest, to wait. Let's say a portable cabin.
Trains operated not only between cities and brakes were not that powerful as today. Men had to manually apply brakes on carriages. Thus when train is not going to stop, why stay on top of carriages, but not in caboose?

It does make sense that the locomotive crews would need a place sleep and eat and such.
