Pariston's doesn't-wanna-win-or-lose mentality is basically what Netero did to other Zodiacs or anybody he met, he just wanna messing around with people and make fun with it. To apply these mentalities from Pariston into this situation, he just wanna drag things out, until Gon's arrival. PS. And Pariston trusted Ging as his enemy, a WORTHY ENEMY. Which we could tell that Pariston and Ging are totally different from the other Zodiacs. While Priston just toying with another people, he always see Ging as his serious opponent.
Pariston isn't really gaining anything by talking about the hunter exam, he's just spewing nonsense and stalling until Gon arrives. He felt the aura, he correctly deduced that the aura came from Gon being healed (considering how desperate Leolio was and how many people were helping Gon, he knew it would take an ungodly amount of power to help Gon so when he felt Alluka's power coming from the general direction of the hospital, he knew Gon had been healed). And now all he had to do was delay the vote until news of Gon being healed arrived and Leolio would lose both motivation and support.

Your closing thoughts are spot on! The anime did an amazing job at emphasizing the emotional weight of the teams friendship all throughout the story and how much their decisions impact each other even beyond their missions. So many ppl miss that aspect entirely in their first viewing..,
If you're still remember, Ging always avoid meeting Gon in front of another people, even Kite. He thought it was bad that because he expect no other people while he met his son, but now he have no way to escape from it 😂
The scary thing about Pariston for me, is that bad guys are always written as underestimating the main cast and being overconfident in their own abilities. Whereas Pariston, although seemingly cocky and with ill intent, he has an incredibly level head when it comes to decision making and avoiding his own bias. Can never truly tell what hes thinking without inner monologue.
Pariston didn’t care about the commandment, he was just trying to bleed as much time as possible for Gon to arrive.

Remember that leorio lost his childhood friend due to sickness so thats probably why he reacts like he does.
