i also didn't paint over my drain plug . I siliconed sealed around them. So when I rust proof I can take the plugs out again and blast some rust proof in the access panel from underneath.
I used Por-15, it had properties I was looking for. Rust concealing, hard, quick dry time. I was able to put the primer and finish layers on in one day.
I had removed the drain plugs from the floor to prep and paint, made it easier to remove the debris and paint all surfaces. Once primed and painted, I reinstalled the plugs. To the front under the deadman pedal/brake is the access panel to the subframe, that is open to the outside through tiny gaps in welding between the subframe and floorpan. Water and grime can enter through those gaps. Keeping this area painted and clean will prolong the life of your floorpan.
yup I saw that same access panel on my 2009 cleaned it out and reinstalled the drain plugs. all my metal was in decent shape still. I was lucky I bought it used last year. So i just cleaned up the rust and repainted. Should be good for a few years. Interestingly only the drivers side and under the seat and then back seat floor panels showed rust. There doesn't look to be rust on the right side floorpans so I will not pull up the sound deadening on those for now. I ended up using a heat gun on my sound deadening . I tried dry ice but it didn't work that well because on the 2009 vibe the sound deadening looks to be thicker than what you had.
Most areas apply road salt toward the center yellow line, affecting the driver side. Plus the driver side footwell gets used more, bring in additional moisture and salt

I also discovered that plain vinegar is great for cleaning up surface rust.
