Your explication of liberalism fits American libertarians' definition of libertarianism. Except that in addition to having no responsibility toward the baby in the pond, they would say we all have the right to throw babies into the pond.
In USA the term Liberalism mutated during the Progressive Era to convey a more socially-responsible view with more government intervention. Perhaps he is referring to the original meaning, but you're right it would be more clear to call it Libertarianism.
As a Catholic that experienced the horrors of communism and socialism, I feel wary about talking about "Social Justice" and asking governments to help people... I believe in Charity as long as it comes from the individual or the Church itself, but let the free market do its job, because the government messes things up big time, and eventually corruption wins.
