Yeah, Martin is one of the funniest Frasier characters. Even though Frasier takes credit for getting Niles & Daphne together, when you think about it, it was actually Martin who started it all off in the Season 7 episode "Back Talk" when he says "I've kept my mouth shut for 6 YEARS. I'm not saying anything now". This is what leads Daphne into discovering the truth about Niles' feelings for her.

He absolutely does not nail it. There were more elements of a Scouse-ish nature in there than Manc. Given that he's is himself Manc, I'm assuming the accent put on there was supposed to be to be a bit of a pisstake of Jane's take on the accent. If that's what it is meant to be, then I suppose you could claim her nailled that.
As someone who watches "Coronation Street" everywhere, I'll agree with "JockMacAbre" in that *John Mahoney rather disappointingly can't even do his own native accent right at all*. However, *if the "ingenious" joke is an American trying to mock a colloquial British person, you could say that is spot on in that it's the best many, if not most, could do.*

*John was a Brit-Born American citizen, but he lost his accent after many many MANY decades of living in America. He says it in an interview that every once in a while, his Brit accent came out when he least expected it. RIP John Mahoney. We all miss you.*

Anything ranging from Ireland to New England in the States etc.

My Mum was born and raised in Derbyshire, when Her and my Dad moved down here (Cambridgeshire) overtime She developed a stereotypical British accent with some Fenlander and East Midlands traits. But when She visits family up in Derbyshire for a week or two, Her birth accent is a lot more distinct.

Blackpool is only 40 miles from Manchester and the North West accent is strong in both cities, so his impersonation of Daphne's accent is probably his original accent making an appearance rather than an impression
