Man who set woman on fire aboard Toronto bus found not criminally responsible for her death

  • The Toronto man charged with killing a woman by setting her on fire two years ago on a TTC bus has been found not criminally responsible for his actions.
    The decision was handed down to Tenzin Norbu by Ontario Superior Court Justice Maureen Forestell in Toronto on Tuesday. Norbu was previously charged with first-degree murder in the death of Nyima Dolma in July 2022.

      In that case the criminal was actually insane, and only for the cowardly RCMP locking him on the bus did the offender escalate the initial fight into a murder and decapitation. Police response often creates horrid situations and more victimization.

He was on that bus when he started stabbing the passenger in front of him in the neck over and over again, there were dozens of stab wounds until the head fully severed. The other passengers all fled off the bus. The first responding officer arrived to see Vincent Li feasting on the corpse. That officer by the way has since committed suicide-- not that you would care as you're here making up outrageous and easily provable lies to besmirch officers that keep you safe from these kinds of lunatics.

      @@margaretr5701 There was no one else in the bus by that point, everyone else was able to flee. The horrific acts you're describing are cannibalism, and frankly I'd put an officers safety above prevent desecration of a corpse.
      Not that it really matters as that officer has since committed suicide thanks to the hell he experienced that night, but yeah let's just blame the RCMP instead of the Cannibals... Jesus Christ.

      There were several incidents on public transit that year, and prior, but this one stood out as the most horrific.
      Attacks continued, ppl were pushed onto tracks, stabbed, shot, the violence eased up once police presence was put in and around subway stations.

That's what I would have asked if I was the prosecution, there's no way to be 100% sure he was a living schizophrenic at the time he killed the woman, he should bear responsibility, but our judge and justice system is terrible...

      @@Philip-0 "most likely diagnosis" was the *presumption* of the current Psychiatrist, 10 years after the fact. Without the medical records and statements of the previous Psychiatrist, and evidence the standard of care 10 years ago was not met, then presumptions cannot be used as evidence. All Psychiatrists screen for psychosis, but not all schizophrenics will disclose their symptoms, or be insightful of their symptoms, especially in early disease.

      Canada ranks second worldwide as best country overall according to US News and World Reports. I'm originally from the US and I can tell you guys this much, Canada is a wonderful place and you better appreciate it while you still can.       Yes, it was horrific what he did. I was in disbelief at the time, feeling he had to have known her, had conflict with her...
      Not that it would've made what he did right, but killing a stranger in such a brutal way, with no reason, was unfathomable.
      If his mental illness was known, he shouldn't have been out on the streets, as a danger to others.
      I've noticed those murdered are usually women or non aggressive young men, I suppose because they're easier targets.

    Do you remember the gjy who beheaded the sleeping kid on the bus a number of yrs ago. Then he gutted him spread all his intestines around the bus and if memory serves me correctly he ate his eyes and i think his heart or liver. Same bs. He was out in a half way house in a few yrs alliwed day passes and within 10 yrd of the incident he was freed and no restrictions where set on him. Yup look it up

      The guy on the bus was actually having a psych break. The driver called police and locked him on the bus with the victim who was still alive. The other passengers did nothing to assist the victim or restrain the man. The police then kept the guy on the bus, increasing the stress for hours, until in his broken mind he escalated his actions to the beheading and cannibal stuff. The police could have entered the bus and tasered him, or even shot him, but they decided to "exercise an abundance of caution" to protect themselves versus saving the injured man. He went to court, was found NCR and has been treated, continues his meds and has a job and lives without further incident. My first question was what did the unemployed carnival worker do to piss the guy off, catch his focus, and then, why did the police not act like the guy was sick, instead of acting like he had a bomb and several sniper rifles? I have always stepped in to try to deescalate situations, and am willing to put myself at risk to help others. Wonder why our beloved mounties don't see public service that way.

      edit; To be clear the attackers name was Vincent Li and is now "William Baker" as he was allowed to legally change the name to avoid persecution. Nothing this nutjob is saying can be verified. It's absolutely untrue. The first responding officer eventually committed suicide, but this scumbag would make up lies about that night.

    The media seems to be breaking its' back in trying to justify and explain this verdict... 'Oh, the poor innocent killer.." A son of a very senior police executive decided to stab 5 roomies to death. Amazingly there was talk of NCR within minutes of his arrest, and the entire justice system fell in line behind the "poor innocent killer.." who was subsequently granted a hospital stay instead of 5 consecutive life sentences. Fortunately the medical professionals have been able to almost completely restore his horribly broken mind, as I am sure they will in this case, likely within a few months, after the media has turned away.

    For some reason they always get let off, due to a lack of “sound mind”.
    But that “lack of sound mind” goes right out of the window when they decide they no longer want to be in a mental institution.

      The system is a joke. This invites any murder to use this "mentally ill" loop hole. A crime was committed, it doesn't matter what kind of status a person is in. This person still needs to bear the consequence of their action because it is done by their own two hands, if not for that the lady would still be alive. As far as how the punishment goes that is another story. Canada needs to keep these unstable people off the street, it is a danger to the human population. They should ask the lawyer or anyone if the same thing is ok being done to their own daughter/children with no justice being serve for the victim and their family. This is sickening.

    According to the lawyer, all it takes for a criminal to be found not criminally responsible is if the criminal is not aware of his actions being “morally wrong”? That means any criminal can do anything if they don’t see it as morally wrong. No need for laws then. The justice system is a joke.

      The problem is that the "experts" are liberals, and their solution to everything of society's ills is "more liberalism." Then, if they actually cure an ill of society they would need less liberalism and liberals, so of course, every proffered solution must include more liberalism, and also complete failure, so as to ensure the continued building of the liberal nanny state, and jobs and raises for life.

    The reporter referred to the victim as "that woman" as though a throw away ... Disgusting .. I am not rsiling against the ill man but my god .. was there no awareness of the potential.       In the liberals rush to "normalize" sickness, they did shutter the places that gave some shelter to these people who have chronic mental health deficiencies. We could pretty easily design some secure places, with varying levels of secure containment, but also with nice lifestyling and affordable supports, to let those on the edges of coping to have a community where they can live with less societal stressors, but also with less risk to the public. Most homeless also have mental illness issues.

A host of reasons were given for the closures, some made sense, but there ought to have been replacement treatments, such as you describe, but there wasn't, so we see the mentally ill homeless and on the streets.

The asylums were closed on edict that "it isn't fair to warehouse and segregate the mentally ill." That was one of the many garbage pronouncements of the leftists wave that eliminated consequence for youth crime, that ended capital punishment, that reduced criminal sentences, that placed offender rights above victims, and society's rights, and that raised social workers and lawyers, liberals all, to be worshipped by everyone as they, alone, bring forth the glorious truth of "Liberalism." Secure mental health facilities were closed on the promise that all of the liberalism was going to ensure the mentally ill would be cared for, treated, and monitored by these criminal and social justice professionals (all with golden pensions and annual raises). Sadly, the liberal professionals were wholly unable to protect citizens, and just pointed at the waves of crimes, the homelessness, and the rampant drug addiction problems as "the need for ever more liberal professional intervention." Sadly, Conservatives of a certain aged demeanor would not have entertained such a radical social experiment without years of evidence. And by the way, I have family members who have dealt with mental health issues, and also who have worked extensively with the mentally "Underwhelming" helping them learn life skills, coping, and such.

    This “not criminally responsible” verdict would be a whole lot better if hospitals didn’t rush to get these people out after a measly 8 years or less. Also, many of these people have a history of medication/treatment noncompliance and we’re just setting them free on a hope and a prayer that THIS will be the time they stick to their medication. It’s unbelievable.

    My brother was diagnosed with chronic paranoid schizophrenia at 14 years old, he’s 50 now and has had psychotic episodes but he was not able to put a plan into action and get lighter fluid and then get a lighter and light someone on fire. There seems to be planning, intent on this persons part so I don’t believe this to be true. The plan seems to put together with someone having a psychotic episode. I feel terrible for the victim and her family and friends.

    In an institution for possibly five years until a group of 'experts' say he doesn't pose any threat to the public. But he was assessed wrong before and let him do this. So why do we believe the next group of experts won't screw up. They'll say 'He's fine there's no threat as long as he takes his meds.' Which he'll no doubt stop taking at some point and on his way out of the facility they'll give him a parting gift of a can of lighter fluid and a bic.

    Where are the checks and balances for these kinds of people to protect the public? If he was diagnosed with these mental issues which can be dangerous to society, why wasn't he monitored that he was taking his meds?
