The thing is, he talks in almost all the games. We, the players, just don't get to hear him talk because he was meant to be a "self insert" type of character where you can put yourself in his shoes. There are multiple times in multiple games where you can even see Link talk but don't hear him(for reasons I just mentioned) A prime example I have is in Skyward Sword where you can see Link gesturing with his hands as he tells Groose, who just fell from the sky to follow Link, about the world under the clouds.
Or how in totk he tells Purah what happens at the start, he was the only person who witnessed and Purah explained what happened in great detail although she wouldn't be able to know said details unless link told her.

@pusshi3936 it's called being selectively mute, where you can talk but for the most part don't. BotW spesifically(I think it's different for other games) it heavily hints at that being the case for Link because of the heavy pressure he is under as the champion and chosen hero of the master sword.

i take the gestures he makes when talking to npcs and dialogue that we choose as him doing hylian sign language. it makes a lot more sense. like, i mean yeah he could talk, but it feels a lot more natural. given that he doesn’t usually talk around people besides zelda and maybe the champions of old, may the rest in peace, and that he always uses his hands to speak, plus all of the most likely BLARING enemy screeches, all the times he’s probably taken explosions up close, the times he’s probably taken a tumble down a hill or two, perhaps has been unexpectedly avalanched on by rocks-he’s probably at least half deaf and probably finds it easier to sign. take it as a big big headcanon. miyamoto did leave him silent so that it was up to player interpretation and to it could be more immersive, and i’m immersing myself :D
Also, as far as I know in BOTW missions menu texts aré written in a kind of first person in japanese, so everything that it’s written as description of the missions are a kind of Link’s diary. Truely, there is a lot of feelings in there

Even better, in totk i found an npc in lookout landing facing somewhere else and i talked to him from the back, then that guy says "that voice..." turns around and then goes on with the 'oh link you are here' trope from most of those npc in that area. So yeah, is super mega clear that he talks, just that, he conveniently only does so when he and the other npc start speaking in hyas, ho hos, ooh, eeh, hmmm, ahyas, etc.
I haven’t played many Zelda games, but he does canonically talk in Tears of the Kingdom. When he converses with characters, his hands move and I believe so does his mouth. We just can’t hear him, most likely because Nintendo wants us to connect to him, and if we can hear his voice, we no longer have as close of a connection. (Obviously many games do this)
In the Japanese version of Breath of The Wild some of the adventure logs containing the quests are in first person as if Link was taking notes in a diary.
I like to imagine he's selectively mute and talks in sign language, especially in botw/totk. Reminds me of Garu and how he had something like a vow of silence.

Technically all links talk through dialogue options and even certain cutscenes have them talk even if we don't hear or read what they're saying.

His voice actors are: Jeffrey Rath, Jonathan Potts, Fujiko Takimoto, and Sachi Matsumoto.
Zelda II is the best example of Link speaking in my opinion. He actually speaks in 1st person saying “I found a mirror under the table.”

i take the gestures he makes when talking to npcs and dialogue that we choose as him doing hylian sign language. it makes a lot more sense. like, i mean yeah he could talk, but it feels a lot more natural. given that he doesn’t usually talk around people besides zelda and maybe the champions of old, may the rest in peace, and that he always uses his hands to speak, plus all of the most likely BLARING enemy screeches, all the times he’s probably taken explosions up close, the times he’s probably taken a tumble down a hill or two, perhaps has been unexpectedly avalanched on by rocks-he’s probably at least half deaf and probably finds it easier to sign.
take it as a big big headcanon. miyamoto did leave him silent so that it was up to player interpretation and to it could be more immersive, and i’m immersing myself :D
That "C'mon" sounds very aggressive though. That fairy from OoT is rubbing off on him

I think they all talk, it's's more so just about how much they allow the player to see and the frequency in which they have to do so.
Also, as far as I know in BOTW missions menu texts aré written in a kind of first person in japanese, so everything that it’s written as description of the missions are a kind of Link’s diary. Truely, there is a lot of feelings in there

CDI link talked, even if we wish he didn’t . . . I can’t be the only one that heard “well excuse me princess” in my head when i think about link talking.
He also talks in Spirit Tracks. There's one line of dialogue just before the Byrne fight where you could see his mouth move as he speaks and the camera is focused on him instead of Zelda during that line of dialogue
Link isn't a mute because even in BOTW and TOTK, there's lots of moments where npcs react like Link just told then a story. So canonically, he talks, we just don't hear it
Even better, in totk i found an npc in lookout landing facing somewhere else and i talked to him from the back, then that guy says "that voice..." turns around and then goes on with the 'oh link you are here' trope from most of those npc in that area. So yeah, is super mega clear that he talks, just that, he conveniently only does so when he and the other npc start speaking in hyas, ho hos, ooh, eeh, hmmm, ahyas, etc.
I haven’t played many Zelda games, but he does canonically talk in Tears of the Kingdom. When he converses with characters, his hands move and I believe so does his mouth. We just can’t hear him, most likely because Nintendo wants us to connect to him, and if we can hear his voice, we no longer have as close of a connection. (Obviously many games do this)
In the Japanese version of Breath of The Wild some of the adventure logs containing the quests are in first person as if Link was taking notes in a diary.
I love how Breath of the Wild gave a canon reason in-game as to why Link is depicted as quiet as he tries to deal with everything by himself silently

BotW Link speaks in piano all the time. Do people assume he telepathically asks for his horse?

He does say ‘ha - ha’ when shield surfing
I like to imagine he's selectively mute and talks in sign language, especially in botw/totk. Reminds me of Garu and how he had something like a vow of silence.

Last one seems like the one who wrote the diary is reading it in Link’s POV.
If he is indeed mirroring our words and action into dialog and character, Tears of the Warcrimes really makes him a very scary fellow.
And in wind waker, theres a funny detail where he meows.
And don’t forget in windwaker when you’re trying to catch that girl stealing from a safe on Windfall island, Link says “meow”
Links awakening he talks too. In ome of the dungeons he will go up and "read" a manuscript and say "this means...."
In breath of the wild Zelda also quotes him in a cutscene when they're talking about Mt Lanayru
