Waymo is doing it already in geo-fenced areas in select cities with permission from the local and state governments. Tesla can do the same thing but your right if they want to have it be more like Uber and just go anywhere on its own, Tesla will need states and the federal government create legislation and regulations and here is the BIG kicker to it all, Tesla will have to accept liability for all of these cars for its passengers and other cars that might be involved in a accident with a robo taxi, idk many insurance providers willing to take on a risk like that
